2. To ensure coverage of the requirements established in accordance with Article 2(2) in terms of price and quality, while taking care to maintain the Community's share in supplies, aid shall be granted to supply the outermost regions with Community products held in public intervention storage or available on the Community market.

2. However, notwithstanding paragraph 1, it may be decided that intervention agencies are to make unprocessed sugar held by them available, for human consumption on the internal market of the Community, to charitable organisations - recognised by the Member State concerned or by the Commission in cases where a Member State has not recognised any such organisations - at a price which is lower than the intervention price, or free of charge, for free distribution as part of individual emergency aid operations.

Whereas, for the disposal of products bought in by intervention agencies, Commission Regulation (EEC) No 217/69 (5) of 4 February 1969 on invitations to tender for the disposal of butter held by intervention agencies, as amended by Regulation (EEC) No 506/69 (6), and Commission Regulation (EEC) No 371/69 (7) of 27 February 1969 on invitations to tender for the sale to industry of butter held by intervention agencies, lay down rules additional to the provisions of Regulation (EEC) No 1101/68 ; whereas it would now seem opportune to incorporate those rules in this Regulation;
considérant qu'en ce qui concerne l'écoulement des produits achetés par les organismes d'intervention, le règlement (CEE) nº 217/69 de la Commission, du 4 février 1969, relatif à des adjudications pour l'écoulement de beurre détenu par les organismes d'intervention (5), modifié par le règlement (CEE) nº 506/69 (6), ainsi que le règlement (CEE) nº 371/69 de la Commission, du 27 février 1969, relatif à des adjudications pour la vente à l'industrie de beurre détenu par les organismes d'intervention (7), prévoient des règles complémentaires à celles du règlement (CEE) nº 1101/68 ; que des raisons d'opportunité conduisent à intégrer ladite réglementation dans celle du présent règlement;

Whereas, under Article 1 of Commission Regulation (EEC) No 376/70 9 of 27 February 1970 laying down the procedure and the conditions for the disposal of cereals held by intervention agencies, cereals held by intervention agencies must be sold by tender ; whereas, in the case of invitations to tender for export, the minimum selling price must be fixed on the basis of tenders submitted in response to that invitation in accordance with Article 5 (2) of the above Regulation ; whereas a decision may be taken to discontinue the invitation to tender;
considérant que, aux termes de l'article 1er du règlement (CEE) nº 376/70 de la Commission, du 27 février 1970, fixant les procédures et conditions de la mise en vente des céréales détenues par les organismes d'intervention (9), les céréales détenues par les organismes d'intervention sont mises en vente par adjudication ; que, dans le cas d'adjudication pour l'exportation, le prix minimum de vente doit être fixé sur la base des offres conformément à l'article 5 paragraphe 2 dudit règlement ; qu'il peut être décidé de ne pas donner suite à l'adjudication;
