The Scheme has been introduced and agreed first in 2007, in the HELCOM Baltic Sea Action Plan.

(9b) The HELCOM Baltic Sea Action Plan adopted on 15 November 2007 and the Commission communication of 10 June 2009 on the European Union Strategy for the Baltic Sea Region point out that, in order to reduce eutrophication of the Baltic, which has reached a dangerously high level, the phosphates contained in household laundry detergents must be suitably replaced by other substances, and discharges of nutrients (in particular phosphates) into the sea must be reduced, whereby such measures would also help to reduce eutrophication of other seas.
(9 ter) Le plan d'action pour la mer Baltique de la Commission de Helsinki (HELCOM), adopté le 15 novembre 2007, et la communication de la Commission du 10 juin 2009 sur la stratégie de l'Union dans la région de la mer Baltique indiquent qu'en vue de réduire les niveaux dangereux d'eutrophisation de la mer Baltique, il faut remplacer de manière adéquate les phosphates dans les détergents textiles ménagers par d'autres substances afin de réduire les quantités d'éléments nutritifs (notamment de phosphates) rejetées en mer, et que la même action serait efficace dans la réduction de l'eutrophisation dans d'autres mers.

Calls on the Commission to ensure effective cooperation and coordination with HELCOM and the Member States of the Baltic Sea Region, in order to secure a clear delineation of tasks and responsibilities as regards the implementation of the 2007 HELCOM Baltic Sea Action Plan and the above-mentioned EU Strategy and Action Plan, and thus to ensure an effective overall strategy for the Region;
