Allan Rock (Minister of Health, Lib.): Mr. Speaker, in addition to the largest single investment the government has ever made, the $11.5 billion in increased transfers to the provinces so that they could meet their responsibility for delivering health care services, we also announced in the budget $1.4 billion of spending by the federal government in health research, establishing the Canadian Institute of Health Research and virtually doubling the investment in health research over the next three years; an intervention to promote health and prevent disease, especially early intervention with children; and initiatives in aboriginal health like home care on reserves.

She said: Mr. Speaker, my bill aims to establish a pan-Canadian strategy for chronic cerebrospinal venous insufficiency, or CCSVI. The bill calls for the minister to convene a conference with the provincial and territorial ministers of health to establish a pan-Canadian strategy including: ensuring that proper health care is not refused to a person who is seeking or is obtaining treatment for CCSVI outside Canada; identifying the most appropriate level of clinical trials for treatment of CCSVI to place Canada at the forefront of international research; estimating the funding necessary for clinical trials and tracking individuals who have received the treatment; establishing an advisory panel composed of experts who have been actively engaged in diagnosis and treatment of CCSVI; and ensuring that clinical trials begin by July 1, 2012.

1. Instruments and apparatus intended for medical research, establishing medical diagnoses or carrying out medical treatment which are donated either by a charitable or philanthropic organisation or by a private individual to health authorities, hospital departments or medical research institutions approved by the competent authorities of the Member States to receive such articles duty free, or which are purchased by such health authorities, hospitals or medical research institutions entirely with funds supplied by a charitable or philanthropic organisation or with voluntary contributions, shall be admitted free of import duties, always provided that it is established that:
1. Research is crucially important in establishing the knowledge base and providing concrete measures by which European environment and health research results will be fed into policy-making, for analysing and filling the gaps in European environment and health activities.
