Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. (Le document est déposé) Question n 612 Mme Kirsty Duncan: En ce qui concerne les changements apportés aux programmes de l’environnement à la suite des annonces faites dans le cadre du Budget de 2012: a) en précisant de quelle manière chaque compression est censée influer sur l’accès du gouvernement à l’information scientifique nécessaire pour élaborer les politiques publiques, le nombre de personnes devant partir, la somme d’argent retirée, quels sont tous les domaines de recherche et de partenariat scientifiques qui seront amputés, y compris, sans s’y limiter, (i) la pollution atmosphérique, (ii) les mesures et l’intervention d’urgence, (iii) les déchets industriels, (iv) la qualité de l’eau; b) quelles notes d’information ou notes de service, ou quelle documentation, et pour chacune d’elles les détails des constatations et des recommandations, ont été fournies au premier ministre, au ministre des Ressources naturelles, au ministre de l’Environnement, à leurs secrétaires parlementaires, à leurs sous-ministres respectifs et à leur personnel respectif, concernant l’impact des compressions dans les partenariats et la recherche sur l’accès du gouvernement à l’information scientifique nécessaire pour élaborer les politiques publiques; c) qu’entend-on, en détail, par « il existe des données suffisantes pour corroborer la diffusion et la validation des prévisions de l’indice UV », (i) que veut dire « nous continuerons d’avoir assez de données pour permettre à EC de faire le suivi de la couche d’ozone et d’en faire rapport », (iii) en détail, est-ce que le gouvernement maintiendra l’intégrité du programme de surveillance de la couche d’ozone, (iv) en détail, est-ce que le gouvernement maintiendra les contributions du Canada au Système mondial d'observation du climat en vertu de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC), (v) quelles études ont été entreprises pour évaluer l’impact d’une rationalisation de la surveillance de la couche ...

(11) To take account of the principle in Article 6 of the Treaty, that environmental protection requirements should be integrated into the definition and implementation of Community policies and activities, the definition of public authorities should be expanded so as to encompass government or other public administration at national, regional or local level whether or not they have specific responsibilities for the environment. The definition should likewise be expanded to include other persons or bodies performing public administrative functions in relation to the environment under national law, as well as other persons or bodies acting under their control and having public responsibilities or functions in relation to the environment.
(11) Afin de tenir compte du principe énoncé à l'article 6 du traité, selon lequel les exigences de la protection de l'environnement doivent être intégrées dans la définition et la mise en oeuvre des politiques et actions de la Communauté, il convient d'étendre la définition des autorités publiques de manière à englober le gouvernement et les autres administrations publiques aux niveaux national, régional et local, qu'elles aient ou non des responsabilités particulières en matière d'environnement, et d'autres personnes ou organismes assurant des services d'administration publique en rapport avec l'environnement en vertu de la législation nationale, ainsi que les autres personnes ou organismes agissant sous leurs ordres et ayant des responsabilités ou des fonctions publiques en rapport avec l'environnement.
