Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

2. Where it is established that the obligation referred to in Article 3(2) of this Regulation cannot be ensured, the Member State concerned shall, further to the measures to be taken in accordance with paragraph 1, provide, at national or regional level, for the obligation of farmers applying for aid under any of the direct payment schemes listed in Annex I of Regulation (EC) No 1782/2003 to re-convert land into land under permanent pasture for those farmers who have land at their disposal which was converted from land under permanent pasture into land for other uses.

Against this background, the report envisages the following system: - any group of shipowners that has sufficiently pooled its activities (in conjunction with land transporters where appropriate) to bring about advantages for users on the land part could propose a uniform (multimodal) land tariff and be granted an individual exemption, attributed on a case-by-case basis; - any other shipping line not having so pooled activities could only have an individual (multimodal) inland tariff based on its negotiations with inland carriers.
Dans ce cadre, le rapport envisage le système suivant : - tout groupement d'armateurs (le cas échéant avec des transporteurs terrestres) effectuant des activités en commun suffisantes pour entraîner des avantages pour les utilisateurs sur la partie terrestre pourrait proposer un tarif terrestre (multimodal) commun et disposer d'une exemption individuelle attribuée au cas par cas. - toute autre compagnie maritime n'effectuant pas de telles activités communes pourrait seulement avoir un tarif terrestre (multimodal) individuel fondé sur ses négociations avec les transporteurs terrestres.
