Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. (8b) In order to ensure a proper balance amongst the different staff components of the EEAS and in accordance with Council Decision 2010/427/EU, when the EEAS has reached its full capacity, personnel from the diplomatic services of the Member States appointed as temporary agents should represent at least one third of all EEAS staff at AD level and Union officials should represent at least 60% of all EEAS staff at AD level. Question No. 65 Ms. Catherine Bell: With respect to the British Columbia coastline: (a) what, if any, voluntary or mandatory restrictions exist for oil and gas tankers traveling north and south between Alaska and the west coast of the United States; (b) what, if any, voluntary or mandatory restrictions exist for oil and gas tankers traveling east and west, to or from Canadian ports; (c) what is the legal status of the 1972 moratorium on oil and natural gas exploration off the Pacific Coast; (d) what is the official position of the government on the 1972 moratorium on oil and natural gas exploration off the Pacific Coast; (e) what, if any, changes to this policy have occurred since 1972; (f) what is the official position of the government on imposing a formal federal moratorium on the passage of all oil and gas tanker ships in the Dixon Entrance, Hecate Strait and Queen Charlotte Sound; (g) what is the official position of the government on the passage of oil and gas tankers in all directions (north, south, east, and west) from Alaska to points such as East Asia and the west coast of the United States; (h) what, if any, plans does the government have to formalize an overall moratorium of oil and natural gas exploration off the British Columbia coast; (i) what is the government’s plan to deal with oil spills or tankers in distress off the coast of British Columbia; (j) what, if any, studies have been done to determine the risk and potential damage to the waters and coast of British Columbia in case of an accident or spill; and (k) what plans, if any, does the government have to increase Canada’s oil and gas exports, and what impacts on the British Columbia coastline and its waters does the government anticipate as a result of those plans?

Although they have been preserved in material terms, I regret that the EU symbols (the flag, anthem and motto) have disappeared from the official text. While I am opposed to a federal European Union due to my firm conviction that the Nations are very useful when it comes to the well-being of the Peoples, I believe that the citizens need some reference points with which to identify the political Union.
Même s’ils sont conservés au plan matériel, je regrette que les symboles de l’Union (drapeau, hymne et devise), aient disparu du texte officiel car, tout en étant opposé à une Union européenne fédérale en ayant l’intime conviction de la très grande utilité des Nations pour le bien-être des Peuples, je considère qu’il faut des repères aux citoyens pour identifier l’Union politique. Je forme le vœu que nous revenions sur ce point.

In concert with the Ministers for Education, I shall be making the frameworks of the Socrates and Leonardo da Vinci programmes more open to language teaching than has been the case in the past, and then I shall be presenting a report on the very practical way we have been implementing on the ground, and that is not all, because the year is not yet over and many projects are still underway, the lessons we have learned from the public. In this sense, when I talk about lessons that we have learned from the public, I am thinking of the entire linguistic panoply that we have in Europe, not only the 11 official languages, but also the sixty-odd languages spoken by Europe’s citizens.
De concert avec les ministres de l'Éducation, je vais ouvrir, plus que par le passé, les cadres des programmes Socrates et Leonardo da Vinci à l'enseignement des langues, puis je vais présenter un rapport sur la mise en œuvre très concrète, sur le terrain, des nombreux enseignements - et ce n'est pas terminé, parce que l'année n'est pas terminée et que beaucoup de projets continuent encore - que nous avons reçus des citoyens, et dans ce sens-là, lorsque je parle des enseignements que nous avons reçus des citoyens, je pense à toute la panoplie linguistique que nous avons en Europe, pas seulement aux 11 langues officielles, mais aux quelque soixante langues qui sont parlées par les citoyens européens.
