Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The applicant claims in that regard that, in tersely confirming in the contested decision that the error in the title of the amending decision of 31 December 2012 had no effect on the content of the decision itself or on the implementation of the programme, the Commission neglected to take into consideration the relevance of the following circumstances: (i) the spending decisions adopted by the Region had to be checked beforehand by the Court of Auditors; (ii) four months had elapsed between the correction being announced and the correction being implemented, without any explanation being provided; (iii) that fact had the potential to arouse the suspicion that the correction to be made was of greater importance than a correction supposedly relating only to the title of the decision of 31 December 2012; and (iv) the Court of Auditors had confirmed that the course of action taken by the Region, which refrained from adopting the commitments until the correction was officially recognised (28 March 2013), was correct, thus giving it to be understood that the opposite course of action would not have been correct.

[Text] Question No. 184 Mr. Bill Casey: With regard to the government’s position and actions regarding employment insurance (EI) benefits for spouses of employees of the government or private sector employees who have been posted overseas and who are unable to receive unemployment insurance benefits, even though these citizens are still registered in constituencies across Canada: (a) how many spouses of Canadian diplomats, Canadian foreign-service employees or private sector employees have filed complaints with the Canada Revenue Agency (CRA), or Human Resources and Skills Development Canada (HRSDC) with regard to the their inability to receive EI benefits, even though they are still Canadian citizens who are registered in federal constituencies across Canada and still pay taxes to the government; (b) does the CRA collect the payment of EI premiums from the spouses of Canada’s diplomats, foreign-service employees and those from the private sector, and, if so, why is it that these individuals cannot receive the EI benefits for which they have paid through their salaries, and earned from Canadian employers either just prior to, or while living overseas; (c) is there a conflict between the CRA and HRSDC definitions of residency of a Canadian citizen and, if so, why; (d) has any action taken place between officials of CRA, HRSDC, Foreign Affairs Canada or Elections Canada to update or correct conflicts in the definition process for determining an individual’s residency; (e) has any action taken place within the CRA to update the NR-73 Determination of Residency Status form and resulting process to correct any determination conflicts with those of other federal departments for Canadians living and working overseas; (f) have HRSDC, CRA, Elections Canada or Foreign Affairs Canada ever discussed using a standardized or shared definition for determining who is a “spouse”, in cases of spouses of government (including diplomatic and foreign-service staff) or private secto ...

Bill Casey: Au sujet de la position du gouvernement et des mesures qu’il a prises concernant les prestations d’assurance-emploi (AE) pour les conjoints des employés du gouvernement ou du secteur privé qui ont été affectés à l’étranger et qui ne peuvent toucher des prestations d’AE même si ces citoyens sont toujours inscrits dans des circonscriptions canadiennes: a) combien de conjoints de diplomates canadiens, d’employés canadiens du service extérieur canadien ou d’employés du secteur privé ont déposé des plaintes auprès de l’Agence du revenu du Canada (ARC), ou de Ressources humaines et Développement des compétences Canada (RHDCC) concernant leur impossibilité de toucher des prestations d’AE même s’ils sont toujours des citoyens canadiens inscrits dans des circonscriptions fédérales canadiennes et continuent de payer de l’impôt au gouvernement; b) l’ARC prélève-t-elle des cotisations d’AE auprès des conjoints de diplomates et d’employés du service extérieur du Canada, et des employés du secteur privé, et, si oui, pourquoi ces personnes ne peuvent-elles pas toucher des prestations d’AE pour lesquelles elles ont versé des cotisations prélevées sur un salaire versé par un employeur canadien juste avant ou pendant leur séjour à l’étranger; c) y a-t-il contradiction entre les définitions de résidence d’un citoyen canadien de l’ARC et de RHDCC et, si oui, pourquoi; d) les fonctionnaires de l’ARC, de RHDCC, des Affaires étrangères du Canada et d’Élections Canada font-ils un effort pour lever ou corriger les contradictions qui existent entre les définitions de ce qu’est la résidence d’une personne; e) l’ARC a-t-elle pris des mesures pour mettre à jour le formulaire NR74, Détermination du Statut de Résidence, et le mécanisme connexe pour corriger les contradictions à cet égard dans les autres ministères fédéraux, qui touchent les Canadiens vivant et travaillant à l’étranger; f) RHDCC, l’ARC, Élections Canada ou Affaires étrangères Canada ont-i ...

If a restriction provided for by paragraph 1 is relied upon to deny access to the data subject, the European Data Protection Supervisor shall, when investigating the complaint, only inform him or her of whether the data have been processed correctly and, if not, whether any necessary corrections have been made.
