Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Even in the few months that have passed since this year began, according to Mr Egeland, the UN Vice-Secretary-General with responsibility for Darfur, over 200 000 people have been driven from their homes and over 96 villages have been burned to the ground – and all this over a year since international action was taken with the intention of putting a stop to this sort of thing. This goes to show how incredibly feeble the international community is where Darfur is concerned, and the fact that the UN’s Vice-Secretary-General was prevented from travelling into the crisis zone in the first place shows that the Khartoum regime is quite blatantly defying and cold-shouldering the international community and thereby making of it a laughing stock.

These are, of course, years in which we are, in actual fact, involved in an incredibly exciting project aimed at developing an international democracy that is also supported by the people for, despite our having been cooperating for 50 years, we have of course to acknowledge, firstly, that we are only at the development phase and, secondly, that we still do not have full support and understanding for the project.
Nous œuvrons ces dernières années à un projet véritablement passionnant visant à établir une démocratie internationale qui bénéficiera du soutien des citoyens ; en effet, bien que cette collaboration existe depuis 50 ans, force nous est de reconnaître que nous n’en sommes qu’à la phase d’élaboration et que nous ne bénéficions pas encore de la sympathie et du soutien total des citoyens envers ce projet.

Secondly, I would also like to tell you that there is one thing I do not understand. In the year that I have been part of Belgium’s federal government, I have taken part in the General Affairs Council, I have chaired the Agriculture Council for several months; I have been a member of the informal External Trade Council and, for a long time now, I have been part of the Internal Market Council.
Et ensuite, je voudrais quand même vous dire qu'il y a quelque chose que je ne comprends pas : depuis un an que je fais partie du gouvernement fédéral belge, je participe aux travaux du Conseil "affaires générales", depuis quelques mois, je préside le Conseil "agriculture", je participe au Conseil informel "commerce extérieur" et, pendant tout un temps, je participais au Conseil "marché intérieur".
