(43) The Commission should be empowered to adopt delegated acts in accordance with Article 290 TFEU in respect of the criteria according to which foods may be considered as having been used for human consumption to a significant degree within the Union before 15 May 1997, in respect of the determination of whether a type of food falls within the scope of this Regulation, the adjustment and adaptation of the definition of ‘engineered nanomaterial’ to technical and scientific progress and in line with definitions subsequently agreed at international level, rules on how to proceed in cases in which the Commission has no information about use of a food for human consumption before 15 May 1997, as well as in respect of rules for the application of Article 4(1) and Article 9 and the update of the Union list . Ferry Services, B.C. Rail Ltd and B.C. Transportation and Financing Authority: (a) how many acres (or hectares) of farm land will be used for Roberts Bank port and rail related developments now underway or under study; (b) with the completion of the Roberts Bank port expansion, including both the third berth and second terminal, what plans, if any, are there to use the Brunswick Point farmlands; (c) is the affected Roberts Bank farmland presently protected by the B.C. Agricultural Land Reserve designation; (d) does the Tsawwassen Final Agreement address the issue of farmland protection and if so, how; (e) will the farmland continue to be protected by the Agricultural Land Reserve designation following ratification of the Tsawwassen Final Agreement and, if not, why; (f) did the Vancouver Port Authority undertake to work jointly with the Tsawwassen Band to ensure the removal of the Agricultural Land Reserve designation from the farmland and, if so, why and what alternate measures did it put in place to protect farmland adjacent to the Roberts Bank port, rail and highway expansion; (g) did the Vancouver Port Authority agree to jointly develop with the Tsawwassen Band a container handling facility on the farmland protected by the B.C. Agrees that parliamentary resources have to be used in the light of the parliamentary calendar and Members' needs; considers, however, that the rhythm of parliamentary activities can be further optimised to avoid peak days and the resulting need for a significant number of freelance officials at great expense, whereas some of Parliament's own human resources are underused during constituency weeks; points out, furthermore, that Members have differing needs as regards their necessary presence and work in constituencies; takes the view, therefore, that the parliamentary calendar ought to allow Members to match their parliamentary work in Brussels and Strasbourg with their individual needs in their respective constituencies; invites its competent authorities, therefore, to examine what margin for manoeuvre can be provided in the 2003 calendar;

Where a business adviser (member of BC-NET) is seeking to establish cooperation on behalf of one of his clients outside the market on which he works, - he addresses his "request" or "offer" to BC-NET, using a common language (which enables the business advisers to communicate with one another) ; - the BC-NET system automatically matchcodes the request with its store of offers ; - if there are offers in the store, which allow requests to be met, the advisers making the requests receive them immediately ; at the same time, the advisers who made the offers are informed that their offers have been matched with a request ; - where BC-NET's store of offers does not allow a request to be met, it is automatically circulated to the business advisers affiliated to BC-NET (if they wish) ; these advisers then have a formally agreed time (e.g. 48 h) in which to consult their files and respond, or not, to BC-NET, which passes on all the responses to the adviser who entered the request ; - during the experimental period BC-NET will chiefly be used for financial, commercial and technical cooperation (including technological and subcontracting cooperation).
