The launch of the eYou Guide in May 2009 was an important step to empower users by explaining in plain terms European law applicable to the online world. This first multilingual online guide to users’ rights in Europe addresses key areas of consumer protection online, including privacy and personal data, internet safety and security, online advertising, copyright and shopping online [5].

The Guide is divided into four parts: a recapitulation of the basic principles enshrined in the European treaties, particularly the prohibition of any measure acting as a restriction on trade within the Community; a detailed analysis of the European directives on competitive tendering for government contracts and construction projects: the Guide explains who is eligible to bid for contracts,which types of procurement and construction are subject to the rules, the types of contract, which sectors are not covered, the rules on advertising, including national advertising, of contracts, the minimum time limits in tender notices, the criteria for disqualifying or eliminating applicants to bid or bidders and for awarding contracts, the rules on subcontracting, and finally details of the Community policy on the gradual liberalization of telecommunications procurement; - a summary of the sanctions the Commission can impose for breaches of the competitive tendering rules and advice on legal redress for individual suppliers and contractors; - a reminder of the importance of observance of the competitive tendering rules by promoters of projects for which EC funding is sought: a special attention is paid to this aspect in awards of financing from the EC structural funds, the European Investment Bank, and the other Community financial instruments.
