QUESTION OF PRIVILEGE A question of privilege having been raised by Mr. Hart (Okanagan Similkameen Merritt) in relation to the actions of Mr. Jacob (Charlesbourg), the Speaker ruled that there was a prima facie case of privilege; Whereupon, Mr. Hart (Okanagan Similkameen Merritt), seconded by Mr. Frazer (Saanich Gulf Islands), moved, Whereas the member for Charlesbourg, acting as the defence critic for the Bloc Quebecois and supported by the then Leader of Her Majesty's Loyal Opposition, released a communique on the letterhead of the Office of the Leader of the Official Opposition on October 26,1 995 before the referendum in Quebec inviting all francophone members of the Canadian Armed Forces to join the Quebec military in the event of a " yes" vote supporting separation from Canada; That in the opinion of this House, this action by the Hon. Member for Charlesbourg, and the then Leader of the Official Opposition should be viewed as seditious and offensive to this House and constitutes a Contempt of Parliament; and consequently, the House refer the matter to the Standing Committee on Procedure and House Affairs for examination.
QUESTION DE PRIVILÈGE Une question de privilège ayant été soulevée par M. Hart (Okanagan Similkameen Merritt), au sujet de la conduite de M. Jacob (Charlesbourg), le Président décide que la question de privilège est fondée sur des présomptions suffisantes; Sur ce, M. Hart (Okanagan Similkameen Merritt), appuyé par M. Frazer (Saanich Les Îles-du-Golfe), propose, Attendu que le député de Charlesbourg, agissant en tant que porte-parole du Bloc québécois en matière de défense, et appuyé par le chef de l'époque de la loyale opposition de Sa Majesté, a publié un communiqué sur le papier à en-tête du bureau du chef de l'opposition officielle le 26 octobre 1995, avant le référendum au Québec, invitant tous les membres francophones des Forces canadiennes à se joindre aux forces militaires du Québec dans l'éventualité où le «oui» l'emporterait sur la question de la séparation du reste du Canada; Que, de l'avis de cette Chambre, cette action de l'honorable député de Charlesbourg et du chef de l'époque de l'opposition officielle devrait être considérée comme séditieuse et offensante pour la Chambre et constitue un outrage au Parlement et, par conséquent, la Chambre devrait confier la question à l'examen du Comité permanent de la procédure et des affaires de la Chambre.

Mr. Jim Hart (Okanagan-Similkameen-Merritt, Ref.): Mr. Speaker, I rise on behalf of the constituents of Okanagan Similkameen-Merritt because last spring two of my constituents, Thomas Szajko and Jason Shultz, put their lives on the line to rescue six people from an intense house fire.
