The Commission shall monitor the use of the networks and the evolution of framework conditions in the rail sector, in particular infrastructure charging, capacity allocation, investments made in railway infrastructure, developments as regards prices and the quality of rail transport services, rail transport services covered by public service contracts, licensing and the degree of market opening and harmonisation between Member States, development of employment and the related social conditions in the rail sector.

As regards the reference to Parliament’s contribution, certain points were highlighted on all of these occasions in the conclusions linked to individual reports and speeches: the need first of all to harmonise transport charges in all Member States to consolidate the single European market; the opportunity for a transformation – if not a radical one in some cases, then one that is objective and realistic at all times and, in any case, challenging – of the charging structure with a view to internalising the external costs of transport, which are often overlooked when decisions are made concerning the transport mode and, therefore, omitted from infrastructure completion strategies.

Revitalising the railways, investing in the trans-European networks and harmonising fuel taxes for commercial users are all instruments towards the same goal, as is the impending proposal for a framework directive on charging for infrastructure use - the importance of which was re-emphasised by the Barcelona European Council in its conclusions - in order that by 2004 the prices of the different transport modes better reflect their cost to society.

Consequently, the Commission has proposed the gradual implementation – and I am sorry that Mr Izquierdo has left, because he has not seen that not only has Mr Costa accepted that amendment, but that the Commission is happy that he has – of a harmonised framework for charging for infrastructures in the European Union which is applicable to all means of transport.

Since the objective of this Directive, namely to harmonise the conditions applicable to tolls and user charges for the use of road infrastructure, cannot be satisfactorily achieved by the Member States acting alone and can therefore, by reason of its European dimension and with a view to safeguarding the internal market for transport, be better achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity enshrined in Article 5 of the Treaty.
