J. whereas the report of the UN Fact-Finding Mission published on 15 September 2009 concluded that both Israel and Hamas committed serious violations of international human rights and humanitarian law during the Gaza conflict, some amounting to war crimes, and possibly crimes against humanity, and that neither side carried out any credible investigations into alleged violations or took serious steps to hold perpetrators to account,
J. considérant que le rapport de la mission d'établissement des faits des Nations unies du 15 septembre 2009 a conclu qu'Israël et le Hamas avaient commis de graves violations du droit international humanitaire et des droits de l'homme lors du conflit de Gaza, certaines constituant des crimes de guerre, voire des crimes contre l'humanité, et qu'aucun des deux camps n'ont mené d'enquêtes sérieuses sur les allégations de violations ni pris de mesures résolues pour contraindre les auteurs à rendre compte de leurs actes;

Recalls the need to put in place the conditions for a resumption of peace talks between Israel and the Palestinian Authority for a definitive settlement of the conflict based on a solution enabling both countries to live side by side in peace and security, based on the 1967 borders and with Jerusalem as capital of both states in accordance with international law; expresses again its deep concern over the rapidly deteriorating humanitarian situation in the Gaza Strip; is gravely concerned about the Israeli settlements policy in the West Bank; is deeply concerned by the stalemate in the dialogue and the mounting tensions between Israelis and Palestinians; calls for serious and credible efforts by both sides, the EU and the international community in achieving this; welcomes and supports High Representative Mogherini's determination for the EU to step up its engagement in the Middle East Peace Process and assert itself as a facilitator; urges all parties to refrain from any action that would worsen the situation in the form of incitement, provocation, excessive use of force or retaliation; reiterates its full support for the 2002 Arab peace initiative and calls on the LAS countries and Israel to put it into effect; stresses that any debate on resuming the peace process and on administrative and political control of the Gaza Strip by the Palestinian Authority would gain greatly by including the LAS; stresses the crucial role played by Egypt in bringing about the final ceasefire in the conflict between Hamas and Israel in summer 2014; calls on international donors to honour the commitments made by them at the Cairo Conference of October 2014;
11. rappelle la nécessité de créer les conditions d'une reprise des négociations de paix entre Israël et l'Autorité palestinienne en vue d'un règlement définitif du conflit, fondé sur la solution de deux États vivant côte à côte en paix et en sécurité, dans les frontières de 1967 et avec Jérusalem comme capitale des deux États, conformément au droit international; exprime de nouveau sa profonde inquiétude face à la détérioration rapide de la situation humanitaire dans la bande de Gaza; est gravement préoccupé par la politique israélienne de colonisation en Cisjordanie; s'inquiète vivement de la stagnation du dialogue et des tensions croissantes entre Israéliens et Palestiniens; invite les deux parties, l'Union et la communauté internationale à engager des efforts sérieux et crédibles pour parvenir à cette solution; salue et soutient la détermination de la haute représentante Mogherini à encourager l'Union européenne à renforcer son implication dans le processus de paix au Moyen-Orient et à s'imposer comme médiateur; engage toutes les parties à s'abstenir de tout acte susceptible d'aggraver la situation, que ce soit sous forme d'incitations à la violence, de provocations, de recours excessif à la force ou de représailles; renouvelle son soutien plein et entier à l'initiative de paix arabe de 2002 et appelle les États de la LEA et Israël à la mettre en œuvre; souligne que toute réflexion sur la reprise du processus de paix et sur le contrôle administratif et politique de la bande de Gaza par l'Autorité palestinienne gagnerait grandement à inclure la LEA; souligne le rôle déterminant joué par l'Égypte dans l'obtention du cessez-le-feu définitif lors du conflit entre le Hamas et Israël à l'été 2014; demande aux bailleurs internationaux de respecter les engagements pris lors de la conférence du Caire d'octobre 2014;
