Urges the VP/HR and the EEAS, in the light of continued reports of the widespread practice of torture and abuse around the world, to step up the EU’s efforts in the fight against torture and other cruel, inhuman and degrading treatment or punishment; reiterates its concern that the EU’s action in this field remains largely insufficient and falls short of its commitments under the EU Guidelines concerning torture; calls, in particular, for greater EU support for the establishment and strengthening of national and regional torture prevention mechanisms; takes note of the Commission's proposal of 14 January 2014 for a regulation amending Council Regulation (EC) No 1236/2005 concerning trade in certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment (COM(2014)0001), thus responding to Parliament’s resolution of 17 June 2010;
