Notes that Special Report No 7/2012 indicates that although demand for grubbing-up exceeded 350 000 ha, its impact was limited by the fixed target of 175 000 ha and ultimately, only 160 550 ha were grubbed-up with the help of Union aid; the Court of Auditors estimates that the grubbing-up scheme finally reduced the vineyard inventory area by around 5 %, corresponding to approximately 10,2 million hl of wine withdrawn or 6 % of the usable wine production; points out, however, that far more land – 300 000 ha in all – has been grubbed-up since the reform, and that no such aid was provided in respect of around 140 000 ha of that land, a figure that does not appear in Special Report No 7/2012;

It will only be possible to assess the appropriateness or otherwise of the liberalisation of wine-production areas, at least for certain products, when the grubbing-up scheme has closed, on the basis of an evaluation of the impact of grubbing-up, the improvement in the circulation of planting rights and the application of national support programmes.

Recommends that, in addition to the permanent abandonment scheme, temporary grubbing-up could be introduced with each Member State deciding whether it would be convenient to introduce it; considers that temporary grubbing-up would allow the wine grower to receive some financial support, as the planting rights would be consolidated for several years, at the end of which the wine grower could replant, dispose of his planting rights or apply for conversion to permanent grubbing-up if the scheme is opened by the Member State; points out that such a measure would make possible a temporary reduction in the quantities marketed, without irreversibly cutting production potential; considers that such a measure would allow wine growers to focus on quality in the conversion of their vineyards and practices (fallow land, choice of varieties, reduction of inputs, organic production, etc);

In this context I should like to highlight some of the changes taken up by the rapporteur and approved by the Committee on Agriculture and Rural Development concerning the regions that I know best, the Azores and Madeira. For instance: the eligibility of traditional varieties for the purposes of vineyard restructuring, including premiums for the grubbing-up of those varieties; maintenance of the supplement to the special premium for the fattening of bovine animals, so as to encourage farmers who have no more milk quota to change over to beef and ensure that the added value of fattening does not leave the region in the form of very young cattle for export; the flexibility of granting aid for the marketing of plants and flowers without the need to draw up annual contracts with producers’ organisations, which would be impossible in view of the inadequate organisation of agriculture in these regions; the extension of aid to the marketing of potatoes for human consumption; the increase in production rights and premiums for strategic productions, such as suckler cows, bovine animals for fattening, or sugar beet; improvement of the special supply arrangement with the inclusion of certain raw materials essential for the competitiveness of the compound feedingstuff production sector and consequently for the livestock sector.
Dans ce contexte, je voudrais souligner certains amendements retenus par le rapporteur et approuvés par la commission de l'agriculture, notamment en ce qui concerne les Açores et Madère, que je connais le mieux, comme par exemple : l'éligibilité des cépages traditionnels en vue de la restructuration viticole, y compris les primes d'arrachage de ces variétés ; le maintien du complément à la prime spéciale pour l'engraissement des bovins, de manière à motiver les éleveurs qui n'ont plus de quota laitier à se reconvertir dans la production de viande et assurer que les plus-values à l'engraissement ne sortent pas de la région sous forme d'exportation de bovins très jeunes ; la souplesse de l'attribution des aides à la commercialisation de plantes et fleurs sans devoir passer des contrats de campagne avec les organisations de producteurs, ce qui s'avérerait impossible vu le degré d'organisation insuffisante de l'agriculture dans ces régions ; l'élargissement des aides à la commercialisation de la pomme de terre de consommation ; l'augmentation des droits de production et de primes pour les productions stratégiques, comme les vaches allaitantes, l'engraissement des bovins ou la betterave sucrière ; l'amélioration du régime spécial d'approvisionnement avec l'inclusion de certaines matières premières fondamentales pour la compétitivité du secteur de la fabrication d'aliments composés pour animaux et par conséquent pour le secteur de l'élevage.

4. From the 1998/99 wine year, notwithstanding the preceding paragraph, as regards wine obtained from grapes of varieties classified in a given administrative unit as both wine-grape varieties and varieties for the production of wine spirits, the Member States shall be authorised to allow producers who have received premiums from the 1997/98 wine year for the permanent abandonment of part of their vine-growing areas as provided for in Article 8 of Regulation (EC) No 1493/1999 to maintain, for the five wine years following grubbing, the quantity normally produced at the level it stood at before grubbing.
