Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. On Tuesday 14 January, Mr Willy DE CLERCQ, Member of the Commission with special responsibility for external relations and trade policy, received the ambassadors of the Contadora Group (Venezuela, Panama, Colombia and Mexico) and the Support Group (Argentina, Uruguay, Brazil and Peru) countries, who had come to deliver to the Commission the document setting out the results of the meeting at Caraballeda on 11 and 12 January of the Foreign Ministers of the countries which make up these two groups.

The following areas are supported : a) The acquisition and application of knowledge and techniques of parliamentary practice and organisation by multi-party groups of politicians and by parliamentary staff b) The strengthening of non-governmental organizations and associations in the NIS and in Mongolia which by their vocation contribute to the promotion of a pluralist democratic society c) The transfer of specific expertise and technical skills concerning democratic practices and the rule of law to professional groups and associations in the NIS and Mongolia d) The promotion of target groups including : - the necessary protection of vulnerable groups (children, minorities, indigenous people, victims of torture,...) - support to initiatives targeting professional groups (journalists, judicial officers, military and police personnel) which have an influence on the process of democratic development.
