1. Strongly condemns the gruesome, systematic and widespread human rights abuses and violations committed by the Assad regime, the terrorists of ISIL/Daesh and other jihadi groups in Iraq and Syria, including the killing of hostages, all forms of violence against people on the basis of their religious or ethnic affiliation, and violence against women and LGBTI people; stresses once again that the right to freedom of thought, conscience and religion is a fundamental human right; deplores the establishment of unlawful so-called ‘sharia courts’ in the territory under ISIL/Daesh control; recalls its absolute condemnation of torture; expresses its deep sympathy to the victims of the atrocities committed by the Assad regime, the terrorists of ISIL/Daesh and other jihadi groups, and calls for the immediate release of all hostages; strongly condemns ISIL/Daesh abuses against children;

Condemns the increased incidences of kidnapping and hostage-taking in the region, which have proved highly lucrative for criminal and terrorist groups; welcomes the work of the UN Human Rights Council Advisory Group on the impact of terrorist hostage-taking on human rights; calls for much greater cooperation among Sahel governments and with the governments of such key regional states as Algeria, Libya, Morocco and Sudan, as well as with the EU and other supranational bodies, to ensure effective and coordinated responses to these problems by political, security and judicial institutions;

Subject to Articles 4, 5(1)(b) to (g), 6, 7 and 8, in no case shall a State refuse to execute an arrest warrant issued in relation to the behaviour of any person who contributes to the commission by a group of persons acting with a common purpose of one or more offences in the field of terrorism referred to in Articles 1 and 2 of the European Convention on the Suppression of Terrorism and Articles 1, 2, 3 and 4 of the Framework Decision of 13 June 2002 on combating terrorism, illicit trafficking in narcotic drugs and psychotropic substances, or murder, grievous bodily injury, kidnapping, illegal restraint, hostage-taking and rape, punishable by deprivation of liberty or a detention order of a maximum of at least 12 months, even where that person does not take part in the actual execution of the offence or offences concerned; such contribution shall be intentional and made with the further knowledge that his or her participation will contribute to the achievement of the organisation's criminal activities.

– (FR) Mr President, ladies and gentlemen, our thoughts are with our fellow citizens who simply wanted to discover another culture and who are now being held hostage by the armed group, Abu Sayyaf. It is not clear whether this is a case of organised crime or political demands but the island of Jolo is now at the centre of the hostilities with this awful hostage taking.
