Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). (Return tabled) Question No. 164 Mr. Peter Julian: With regard to the Security and Prosperity Partnership (SPP) working groups: (a) what are the regulatory changes, regulatory harmonization, procedural changes, and new programming initiatives proposed by each SPP working group; (b) what are the proposal and the proposals that have led, or are leading to regulatory changes, regulatory harmonization, procedural changes, and new programming initiatives, in every area covered by each working group; (c) what are the names of any and all sub-working groups along with a description of their tasks and issues to cover; (d) what is the lead country, the agency and the department responsible for each sub-working group; (e) who are the lead officials and the members for each sub-working group; (f) how many person-hours each division with responsibility for a part of the SPP has dedicated to SPP-related tasks, by year for 2005, 2006 and 2007; (g) what share, by division, do SPP-related tasks account by year for 2005, 2006 and 2007; (h) in which working group and sub-working group are copyright-related issues covered; (i) what role have the ongoing SPP negotiations in this area played in the formulation of the government’s copyright-reform legislation; (j) at which SPP meetings was Canadian copyright reform discussed, and who were the participants; (k) how much coordination is there among SPP working groups and their sub-working groups; (l) what is the nature of this coordination, for which the government has indicated it has hired several individuals in the Public Safety and Industry Departments; (m) what are the duties and responsibilities of these individuals; (n) at what level are tradeoffs among the various working groups discussed; (o) how does the North American Competitiveness Council (NACC) interact with the sub-working groups; (p) how often do NACC members interact with officials working on SPP-related projects; (q) who are the lead NACC contacts for eac ...

(f) lay down, further to Article 4(1), that no document is required where grapes, whether or not pressed, or grape must are transported by producers who belong to a producer group and have produced the grapes or grape must themselves or by a producer group having the product in question in its possession, or where such products are transported on behalf of such producers or producer groups to a collection point or to the wine-making establishments of that group, provided such transport begins and ends within the same wine-growing zone and, where the product in question is intended for processing into quality wine psr, within the specified region concerned, including an immediately adjacent area.
f) prévoir, en complément de l'article 4, point 1 f), qu'aucun document n'est requis pour accompagner le transport de raisins, foulés ou non, ou de moûts de raisins effectué par un producteur adhérant à un groupement de producteurs et les ayant lui-même produits ou par un groupement de producteurs disposant de ce produit ou effectué pour le compte d'un des deux à un poste de réception ou aux installations de vinification de ce groupement, pour autant que ce transport commence et se termine à l'intérieur de la même zone viticole et, lorsqu'il s'agit d'un produit destiné à être transformé en v.q.p.r.d., à l'intérieur de la région déterminée concernée, y compris une aire immédiate avoisinante.
