E. whereas Greece’s populist neo-Nazi party Chrisi Avgi (Golden Dawn) is encouraging an increasing level of hate crime and hate speech, with the Greek police tolerating impunity for hate crimes; whereas according to the Office of the UN High Commissioner for Refugees, 87 racist crimes were recorded in Greece from January to September 2012, 15 of them attributed to police-induced racist violence and brutality; whereas according to migrant unions there were more than 600 cases of racist crimes in Greece in 2011 and 2012, especially against people with Pakistani or Afghan origins or of Muslim denomination; whereas the newly established hate crime units in the Greek police do not operate sufficiently well, leading to many hate crimes not being reported as such, with the recent murder of a Pakistani migrant (stabbed to death by two neo-Nazis while cycling) being the most prominent case; whereas the Greek LGBT community reports an alarming rise in the level of homophobic and transphobic crime and hate speech; whereas the Greek police reportedly do not recognise transphobic and homophobic crimes as falling within the competence of the new hate crime units, refusing to accept complaints from victims of such crimes or from irregular migrants who are victims of hate crime;
E. considérant que le parti grec populiste néonazi Aube dorée encourage la recrudescence des crimes et des discours haineux, la police grecque tolérant une impunité à l'égard des crimes haineux; considérant que d'après le Haut-Commissariat des Nations unies pour les réfugiés, 87 crimes racistes ont été enregistrés en Grèce entre janvier et septembre 2012, 15 d'entre eux étant imputables à des violences et des brutalités racistes attisées par la police; considérant que d'après les associations de migrants, plus de 600 crimes racistes ont été dénombrés en Grèce en 2011 et 2012, en particulier à l'encontre de personnes d'origine pakistanaise ou afghane, ou bien de confession musulmane; considérant que les unités, récemment créées, en charge des crimes haineux au sein de la police grecque n'opèrent pas suffisamment bien, ce qui a pour conséquence que de trop nombreux crimes haineux ne sont pas signalés en tant que tels, le meurtre récent d'un migrant pakistanais (poignardé à mort par deux néonazis alors qu'il circulait à vélo) en étant le cas le plus tristement célèbre; considérant que la communauté LGBT grecque fait état d'une recrudescence alarmante des crimes et des discours haineux homophobes et transphobes; considérant que la police grecque ne considérerait pas les crimes homophobes et transphobes comme relevant de la compétence des nouvelles unités en charge des crimes haineux, refusant de prendre acte des plaintes des victimes en lien avec de tels crimes, ou bien de migrants illégaux victimes de crimes haineux;
