I. whereas freedom of the press is still under great pressure in Egypt and journalists are still being detained on the basis of unfounded allegations; whereas a number of journalists were prosecuted in 2014 on charges related to threatening national unity and social peace, spreading false news reports and collaborating with the Muslim Brotherhood; whereas the Court of Cassation, Egypt’s highest court of law, ruled that there were procedural failings in the trial of journalists Mohammed Fahmy, Peter Greste and Baher Mohamed from Al‑Jazeera; whereas, however, the three journalists are set for retrial and charges of ‘falsifying news’ and ‘involvement with the Muslim Brotherhood’ against them have not been dropped; whereas three other journalists – Sue Turton, Dominic Kane and Rena Netjes – were sentenced in absentia to 10 years in prison; whereas Egyptian journalists Mahmoud Abdel Nabi, Mahmoud Abu Zeid, Samhi Mustafa, Ahmed Gamal, Ahmed Fouad and Abdel Rahman Shaheen were convicted for merely carrying out their legitimate activities; whereas there is extreme polarisation of the Egyptian media into pro- and anti‑Morsi factions, which is reinforcing the polarisation of Egyptian society;

Continues to be greatly preoccupied by the deteriorating security situation in Egypt, including the multiplication of terrorist attacks and other acts of violence, claimed by radical Islamist groups; is particularly concerned by the situation in the Sinai and the reports of growing radicalization, particularly among the youth; expresses its solidarity with the victims; supports all efforts of the Egyptian authorities to address the grave threat of Islamist extremism, in a manner which is consistent with human rights standards; expresses concern about the reports of heavy-handed measures against local populations, including the eviction of thousands of residents in Rafah; underlines that fighting terrorism by violence only increases violence on both sides and calls on the Egyptian authorities to root out the basis for extremism by the integration of all political forces into the political process; calls on the Egyptian authorities to address the longstanding grievances among the Sinai’s Bedouin population stemming from political alienation and economic deprivation; calls for an end of restrictions on independent voices in Sinai;

"We greatly welcome yesterday's decision by the Egyptian Court of Cassation to uphold the appeal of Dr Saad Ibrahim and his co-accused against the trial verdicts of imprisonment by the State Security Court of 29 July 2002, and to order a full re-trial. We are pleased to learn that Dr Saad Ibrahim and his three other imprisoned co-defendants have now been released from prison", Commissioner Chris Patten said following the decision by Egypt's Court of Cassation to overturn the 29 July verdict by the State Security Court in the case of Dr. Saad Eddin Ibrahim.

There is every reason to believe that the leaders of the regime know that the great powers will turn a blind eye to it. Yet the great powers, especially those of the European Union, have the means to put considerable pressure on the Egyptian regime, which benefits from considerable support from the West.
