Upon a request by Ireland, the Council granted it financial assistance (Implementing Decision 2011/77/EU (2)) in support of a strong economic and financial reform programme aiming at restoring confidence, enabling the return of the economy to sustainable growth, and safeguarding financial stability in Ireland, the euro area and the Union.

Under Article 7 of Commission Regulation (EC) No 2509/2000 of 15 November 2000 laying down detailed rules for the application of Council Regulation (EC) No 104/2000 as regards granting financial compensation for withdrawals of certain fishery products (3), special rules provide that, where a producer organisation or one of its members puts its products up for sale in a Member State other than the country in which it is recognised, that body responsible for granting the financial compensation must be informed.

3. When one Party provides financial support to participants of the other Party in connection with indirect cooperative activities, any grants and financial or other contributions from the funding Party to participants of the other Party in support of those activities shall be granted tax exemption in accordance with the relevant laws and regulations in force in the territories of each Party at the time such grants and financial or other contributions are made.

The Commission shall reduce, suspend or recover the amount of financial assistance granted for an action if it finds irregularities, including non-compliance with the provisions of this Decision or the individual decision or the contract or agreement granting the financial support in question, or if it transpires that, without Commission approval having being sought, the action has been subjected to a change which conflicts with the nature or implementing conditions of the project.

La Commission réduit, suspend ou recouvre le montant du soutien financier en faveur d’une action si elle constate des irrégularités, notamment l’inobservation des dispositions de la présente décision, de la décision individuelle ou du contrat ou de la convention octroyant le soutien financier en question, ou s’il apparaît que, sans que l’approbation de la Commission ait été demandée, l’action a fait l’objet d’une modification incompatible avec la nature ou avec les conditions de mise en œuvre du projet.

The Commission shall ensure that the amount of financial assistance granted for an action is reduced, suspended or recovered if it finds irregularities, including non compliance with the provisions of this Decision or the individual decision or the contract granting the financial support in question, or if it transpires that, without prior Commission approval having being sought in writing, the action has been subjected to a change which conflicts with the nature or implementing conditions of the project.
