Germany informed the Commission in the course of the formal investigation that, even though it did not explicitly admit that the notified project in Freiberg East would form a single investment project in the meaning of point 60 and footnote 55 of the RAG together with the projects in Freiberg South, Germany would limit the total aid granted for the combined eligible costs (EUR 402 865 942 in discounted value) of the three projects P2, P3 and the notified project to the maximum allowable (EUR 55 749 652 in discounted value – 14,06 % GGE) in a ‘single investment project’ scenario.
Au cours de la procédure formelle d’examen, l’Allemagne a informé la Commission que, nonobstant le fait qu’elle n’ait pas expressément admis que le projet notifié de Freiberg-Est et le projet de Freiberg-Sud constituaient un seul et unique investissement au sens du point 60 et de la note de bas de page 55 de l’encadrement de 2007, elle abaisserait le montant total de l’aide accordée pour les coûts éligibles (valeur actualisée de 402 865 942 EUR) des trois projets (P2, P3 et le projet notifié) au plafond d’intensité maximale admissible (valeur actualisée de 55 749 652 EUR – soit 14,06 % ESB) comme s’il s’agissait d’un «seul projet d’investissement».

After the opening of the formal investigation, Germany informed the Commission about aid granted for a DS investment previous to the above mentioned project P3, started also within 3 years (on 1 June 2006) from the start of the notified investment project in Freiberg East.
Après l’ouverture de la procédure formelle d’examen, l’Allemagne a également précisé à la Commission qu’antérieurement au projet P3 précité, une aide d’État avait été accordée dans le cadre d’un autre projet d’investissement de DS amorcé le 1er juin 2006, de sorte que cet investissement s’inscrivait également dans une période de trois ans par rapport au démarrage du projet notifié de Freiberg-Est.

Germany also reduced the notified aid for the DS project in Freiberg East to EUR 40 364 760 (discounted value (12)), corresponding to an aid intensity of 12,97 % GGE, in order to limit the total aid granted for the combined eligible costs (EUR 402 865 942 in discounted value) of the notified project and previous projects P2 and P3 undertaken within 3 years to the maximum allowable (EUR 55 749 652 in discounted value – 14,06 % GGE) in a ‘single investment project’ scenario.
En outre, l’Allemagne a réduit l’aide notifiée pour le projet de DS à Freiberg-Est à un montant de 40 364 760 EUR [valeur actualisée (12)], soit une intensité d’aide de 12,97 % ESB, dans le but de limiter l’aide totale accordée pour couvrir les coûts éligibles (soit 402 865 942 EUR exprimés en valeur actualisée) dudit projet et des projets antérieurs P2 et P3, réalisés au cours d’une période de trois ans, au plafond maximal autorisé (soit 55 749 652 EUR en valeur actualisée ou 14,06 % ESB) pour un projet d’investissement unique.

In this case, Germany withdrew all aid to project P3 and amended the notification to reduce the aid intensity for the notified project in order to limit the total aid granted for the combined eligible costs of the notified project in Freiberg East and two previous projects (P2 and P3) in Freiberg South to the maximum allowable in a ‘single investment project’ scenario (covering all projects undertaken within 3 years).
L’Allemagne a toutefois retiré la totalité de l’aide prévue en faveur du projet P3 et modifié la notification du projet de Freiberg est en abaissant l’intensité de l’aide pour ce projet, afin de limiter l’aide totale accordée pour couvrir les coûts éligibles du projet notifié à Freiberg-Est et des deux projets antérieurs (P2 et P3) à Freiberg-Sud, au plafond d’intensité autorisé pour un seul projet d’investissement (tous les projets démarrés au cours d’une période de trois ans étant ainsi couverts).

Under these arrangements, decreasing aid is granted to the following regions: East Berlin (Germany), Hainault (Belgium), Cantabria (Spain), Corsica and the districts of Valenciennes, Douai and Avesnes (Portugal), Molise (Italy), Southern and Eastern Ireland, Flevoland (Netherlands), Lisbon and Tagus Valley (Portugal), Northern Ireland and the Highlands and Islands (United Kingdom).

- 2 - Secondly, we have a question which apparently should not be asked: during the interim adjustment phase beginning with monetary union and coming to an end with formal unification, will the Community be ready to grant East Germany special aid over and above normal EIB facilities and the other financial instruments, which, to my mind, would give the East Germans in particular, and all Germans in general, a signal of fraternity and solidarity?
- 2 - Deuxièmement, nous posons quand même une question qui, paraît-il, ne devrait pas être posée : pendant la première phase que j'ai appelée la phase d'adaptation - qui commence avec l'union monétaire et se termine avec l'unification formelle - la communauté est-elle prête à accorder à l'Allemagne de l'est, en plus des facilités normales près de la banque européenne d'investissement et de l'utilisation des autres instruments financiers, une aide spéciale, qui dans mon esprit donnerait aux allemands de l'est en particulier et à tous les Allemands en général, un signal de fraternité et de solidarité ?
