The existence of a broad definition of fraud enabled the Commission to give a consistent definition of the powers of its anti-fraud unit in terms both of operations and of the preparation of policy documents and draft legislation, as it was converted on 1 May 1998 into a Task Force for the Coordination of Fraud Prevention, and to specify its role in internal investigations (Memoranda from the President, Mrs Gradin and of Mr Liikanen of July and December 1998: C(1998) 2049 et C(1998) 3232).

Stage Three has also involved the creation of a new group of personal representatives of Finance and Budget Ministers under the chairmanship of Commissioners Gradin and Liikanen. This group has, among other issues, discussed the new guidelines.
