I. whereas freedom of religion or belief continues to be under growing threat in many parts of the world from governmental and societal restrictions alike, resulting in discrimination, intolerance and violence against individuals and religious communities, including religious minority representatives;

– having regard to the resolution voted on 20 January by the European Parliament on the situation of Christians in the context of freedom of religion in which the European Parliament has asked to the High Representative to develop a permanent capacity within the human rights directorate of the European External Action Service and monitor the situation of governmental and societal restrictions on religious freedom and related rights, and to report annually to the Parliament,
– vu la résolution qu'il a votée le 20 janvier sur la situation des chrétiens dans le contexte de la liberté de religion, dans laquelle il a demandé à la haute représentante de créer une capacité permanente au sein de la direction pour les droits de l'homme du service européen pour l'action extérieure et de suivre la situation des restrictions gouvernementales et sociales de la liberté religieuse et des droits connexes, et d'en informer chaque année le Parlement,

31. Considers the question of the freedom of religion and belief worldwide – notably of Christians, persecuted or endangered minorities and religious dissidents – and the inter-faith dialogue a new key issue for the CFSP; stresses that freedom of religion and belief is a core human right, and inter-faith dialogue an instrument to tackle religiously motivated discrimination and violence, thus contributing to political and societal stability; therefore calls on the VP/HR to develop, as a matter of urgency, an EU strategy on the enforcement of the human right to freedom of religion and belief; also invites her to establish a permanent capacity within the human rights directorate of the EEAS to monitor the situation of governmental and societal restrictions on the freedom of religion and belief and related rights;
31. considère que la question de la liberté de religion et de conviction dans le monde – notamment pour les chrétiens, ainsi que les minorités et les dissidents religieux victimes de persécutions et menacés – et du dialogue interreligieux constitue une nouvelle question cruciale pour la PESC; souligne que la liberté de religion et de conviction est un droit de l'homme fondamental, et que le dialogue interreligieux constitue un instrument capable de combattre les discriminations et les violences fondées sur la religion, contribuant ainsi à la stabilité politique et sociale; invite par conséquent la vice-présidente/haute représentante à élaborer d'urgence une stratégie de l'Union concernant l'application du droit de liberté de religion et de conviction, ainsi qu'à créer une structure permanente au sein de la direction pour les droits de l'homme du SEAE afin de suivre la situation des restrictions gouvernementales et sociales de la liberté de religion et de conviction, et des droits connexes;

14. Asks the High Representative, in light of recent events and the increasing necessity for analysing and understanding the evolution of cultural and religious developments in international relations and contemporary societies, to develop a permanent capacity within the human rights directorate of the European External Action Service to monitor the situation of governmental and societal restrictions on religious freedom and related rights, and to report annually to Parliament;
14. demande à la haute représentante, compte tenu des événements récents et de la nécessité croissante d'analyser et de comprendre l'évolution des aspects culturels et religieux dans les relations internationales et les sociétés contemporaines, de créer une capacité permanente, au sein de la direction pour les droits de l'homme du service européen pour l'action extérieure, afin de suivre la situation des restrictions gouvernementales et sociales de la liberté religieuse et des droits connexes, et d'en informer chaque année le Parlement;
