Mr. Van Mulligen: When I see the federal government now proposing to assist municipalities — in a flow-through arrangement with the provinces, but nevertheless federal dollars flowing to municipalities — when we see the federal government becoming involved in the provision of scholarships in the post-secondary area, when we see the federal government also intruding in other ways in post-secondary education, it raises the question of why do the provinces not have the fiscal capacity to deal with these areas that are part of their jurisdiction?
