A. whereas the Troika, consisting of the European Commission, the European Central Bank (ECB) and the International Monetary Fund (IMF), originated in the decision of 25 March 2010 by euro area Heads of State and Government to establish a joint programme and to provide conditional bilateral loans to Greece, thereby also building on recommendations from the Ecofin Council, and has since also been operational in Portugal, Ireland and Cyprus; whereas there exists significant involvement of euro area finance ministers in the decisions concerning the detail of the bilateral loans;

Notes the establishment of the ‘EU Platform for External Cooperation and Development’, in which Parliament is an observer and which is intended to provide guidance for joint mechanisms involving combinations of existing grants and loans; believes that neither civil society nor the EIB is adequately involved in this new structure; calls on the Commission, therefore, to involve civil society directly in the work of the platform and to recognise the unique role played by the EIB as EU financial institution, in the platform governance;

Stresses that recurrent difficulties in accessing capital are one of the key reasons preventing SMEs’ internationalisation; calls on the national governments to support SMEs by means of officially supported export credits, without distorting intra-EU competition, and also to earmark sufficient funding for SMEs (e.g. special loans, cofinancing and venture capital), so as to help overcome disinvestment and deleveraging by banks; stresses that such funding should be provided to SMEs that are already exporting and which can present a viable business plan for improving or consolidating their existing market share and creating jobs, especially for young people;
