Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. 1. The navigation of the River Ottawa, as well by vessels and boats as by rafts and cribs of timber or logs, is hereby declared to be subject to the exclusive legislative authority of the Parliament of Canada, and all canals or other cuttings for facilitating such navigation, and all dams, slides, piers, booms, embankments and other works of what kind or nature soever in the channel or waters of the said River, or in which the waters of the said River are used, and in whatever Province situate, and whether constructed or to be constructed, and whether constructed by the Government of Canada or by the Government of the late Province of Canada, or by the Government of Upper or of Lower Canada, or by any private party by the consent and authority of any of the said Governments, which shall, from time to time, be recognized by the Governor in Council, on the report of the Minister of Public Works and Government Services, as being or as having been, constructed for any purpose of public utility, shall be held to be works for the general advantage of Canada, and, with all works of like character, no matter by whom constructed and whether recognized as being for the general advantage or not, situate in or on the waters of the said River, shall be subject to the exclusive legislative authority of the Parliament of Canada, and shall be under the control and management of the Department of Public Works and Government Services, and subject to the provisions of the Act, intituled, “Department of Public Works and Government Services Act”.

5.6 Sections 5 to 5.5 and Public Works and Government Services Vote 23d, Appropriation Act No. 4, 1994-95 apply in respect of any thing done by the Minister of Public Works and Government Services pursuant to section 16 of the Department of Public Works and Government Services Act and accordingly the power of that Minister to make expenditures out of the Consolidated Revenue Fund and spend revenues for a purpose mentioned in any of sections 5 to 5.5 includes a power to do so for those purposes mentioned in section 16 of that Act.

Ms. McDonough (Halifax), seconded by Mr. Blaikie (Winnipeg Transcona), moved, That, in the opinion of this House, this government has sabotaged Canadian democracy by pursuing a trade policy that gives excessive power to unelected and unaccountable international trade organizations and erodes the ability of Canada's elected representatives to act in the public interest; and That therefore the government should not negotiate any further liberalization of trade or investment at the Seattle meeting of the World Trade Organisation (WTO) or the Free Trade Area of the Americas (FTAA) without first securing enforceable international rules on core labour standards, environmental protection, cultural diversity, the preservation of public health care and public education and, generally, the right of democratically-elected governments to act for the common good; and That the government should seek to eliminate the investor- state dispute mechanism in Chapter 11 of the North American Free Trade Agreement (NAFTA), which gives foreign corporations the right to sue and intimidate Canadian governments as in the cases involving MMT and bulk water exports, and should refuse to include such a mechanism in any other trade agreement; and further That the government should take action to remedy its over- zealous and irresponsible pursuit of greater trade liberalisation, which has caused extreme hardship for Canadian farmers, whose domestic support payments have been slashed by 60%, three times what was actually required by Canada's international trading obligations.
