Notes that further efforts are needed to protect and guarantee in practice the rights of all ethnic minorities in Kosovo, including the Roma, Ashkali and Egyptian communities as well as the Gorani community, through the full implementation of the relevant legislation, bearing in mind best practices from the region and from EU Member States; calls on the national and local authorities to invest greater effort into implementing the laws adopted so that they can contribute to the continued development of a multi-ethnic society, particularly as regards the education and employment of minorities, and with the aim of preventing direct and indirect discrimination; welcomes the ‘Pristina Declaration’ that calls upon governments, international, intergovernmental and civil society organisations to thoroughly apply principles of non-discrimination and equality when working and acting on promotion and respect of Roma rights and fighting Antigypsyism in the Western Balkans;
18. observe que davantage d'efforts sont nécessaires pour protéger et garantir, dans la pratique, les droits de toutes les minorités ethniques du Kosovo, y compris les communautés rom, ashkali et égyptienne ainsi que la communauté gorane, par la mise en œuvre intégrale de la législation en la matière, en tenant compte des meilleures pratiques de la région et des États membres de l'Union; invite les autorités nationales et locales à s'efforcer davantage d'appliquer les lois adoptées afin de contribuer à la poursuite de la mise en place d'une société pluriethnique, notamment en ce qui concerne la formation et l'emploi des minorités, ce en vue d'éviter les discriminations directes et indirectes; salue la "déclaration de Pristina" qui invite les gouvernements et les organisations internationales, intergouvernementales et de la société civile à appliquer pleinement les principes de non-discrimination et d'égalité dans leurs efforts en faveur de la promotion et du respect des droits des Roms et de la lutte contre le racisme anti-Roms dans les Balkans occidentaux;

Reiterates that the implementation of legislation on the protection of ethnic minorities and cultural rights remains a challenge in Kosovo, despite some progress having been made; underscores the continuing need for serious efforts with regard to the full implementation of the law which includes provisions on the rights of ethnic minorities, with a view to preventing direct and indirect discrimination; notes that the Roma, Egyptian and Ashkali communities, in particular, continue to face challenges in the socioeconomic, education and healthcare fields; looks forward to the new government’s new framework for improving the situation of the Roma, Egyptians and Ashkali, particularly by establishing equal safety and health protection; emphasises the importance of making it easier for Roma, Egyptians and Ashkali to return; recommends that the rights of the Gorani in the Zhupa and Gora regions be enshrined in law and ensured in practice;
