In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

The global dimension of network and information security challenges the Commission, both at international level and in coordination with Member States, to increase its efforts to promote global cooperation on NIS , notably in implementing the agenda adopted at the World Summit on the Information Society (WSIS) in November 2005.
La dimension mondiale de la sécurité des réseaux et de l'information place la Commission devant le défi, au niveau international et en coordination avec les États membres, d’augmenter ses efforts pour promouvoir la coopération globale en matière de SRI , notamment par la mise en œuvre de l’agenda adopté au SMSI en novembre 2005.

c.Increase awareness and prioritise joint actions and exchange of best practises, in close cooperation with the UN, regional organizations and civil society, including the 10 year global initiative (Convention against torture Initiative, CTI), to achieve global ratification and implementation of the UN Convention against Torture (CAT) by 2024 and to promote the ratification and implementation of its Optional Protocol (OPCAT) and the International Convention for the Protection of All Persons from Enforced Disappearance.

Recalls its abovementioned resolution of 21 May 2008, and in particular the fact that all efforts to curb emissions should aim at staying well below the objective of limiting global temperature increases to below 2° C, inasmuch as a level of warming of that magnitude would already impact heavily on our society and individual lifestyles and would also entail significant changes in ecosystems and water resources; is deeply concerned about the fact that, as indicated by many recent scientific reports, climate change is both more rapid and more serious in terms of its adverse effects than was previously thought; consequently, calls on the Commission to closely monitor and analyse the latest scientific findings with a view to assessing, in particular, whether the EU 2° C target would still achieve the aim of avoiding dangerous climate change;
