– (FR) Mr President, we are going through the worst global financial crisis since 1929 and therefore, Europe must not stand idly by. Moreover, the regulation of the international financial system is not a matter for the right, the left, or even the centre: it concerns everyone throughout the world. I firmly believe that Europe must play a leading role, as it was able to do last March when it called on the Commission and the Member States to focus on the issue of taxing international financial activities.
- Monsieur le Président, alors que nous connaissons la plus grave crise financière que le monde ait jamais connue depuis 1929, l’Europe ne peut rester les bras croisés et la régulation du système financier international n’est un sujet ni de droite, ni de gauche, ni même du centre, mais un enjeu public d’ordre mondial, et j’ai l’intime conviction que l’Europe doit jouer un rôle moteur, comme elle a pu notamment le faire en mars dernier lorsqu’elle a invité la Commission et les États membres à se pencher sur la question d’une taxation des activités financières au niveau international.

Personally, I will defend this approach at the November Development Affairs Council, and the global financial crisis will be at the centre of my political concerns during the weeks ahead.

Asks the Commission to strengthen its coordination efforts in the fields of consumer education and information on consumers' rights and obligations by increasing its financial and human resources; calls on Member States to boost the financial and human resources allocated to the European Consumer Centres Network in order to raise awareness and ensure the application of EU consumer rights and urges Member States, in view of the current global financial crisis and rising levels of consumer indebtedness, to make efforts to improve the level of financial literacy of consumers, in particular concerning their rights and obligations as well as their means of redress with regard to savings and loans;
30. demande à la Commission de renforcer ses efforts de coordination dans le domaine de l'éducation des consommateurs et de l'information sur les droits et les devoirs des consommateurs en augmentant les ressources financières et humaines qui y sont consacrées; demande aux États membres de renforcer les moyens financiers et humains alloués au réseau des centres européens des consommateurs afin de mieux faire connaître et de faire appliquer les droits des consommateurs de l'Union et prie instamment les États membres, au regard de la crise financière mondiale en cours et de l'endettement croissant des consommateurs, de prendre des mesures pour améliorer les connaissances des consommateurs en matière de finance, notamment en les informant mieux sur leurs droits et leurs devoirs ainsi que sur les possibilités de recours en matière d'épargne et de crédit;

Considers that a ‘Europeanisation’ of the financial supervision structure is an immediate necessity and recommends that the ECB be involved in EU-wide macro-prudential supervision of systemically important financial institutions on the basis of article 105(6) of the Treaty; urges for serious efforts to be undertaken to reach a swift agreement on a global financial regulator, an institution which could also coordinate regulation of all financial centres, including offshore ones;
10. voit dans l'européanisation de la structure de contrôle financier une nécessité urgente et préconise que la BCE participe au contrôle macroprudentiel, à l'échelle de l'UE, des établissements financiers importants sur la base de l'article 105, paragraphe 6, du traité; demande instamment que des efforts notables soient consentis pour dégager sans délai un accord relatif à un régulateur financier mondial, autorité qui devrait coordonner le contrôle de tous les centres financiers, y compris les centres offshore;
