Those events and the weak global economic environment, in particular the recession in the euro area, which is Tunisia's main trading and financial partner, have had a very negative impact on the Tunisian economy, leading to a slowdown in growth and generating large external and budgetary financing gaps.

The economic crisis and severe budgetary constraints facing most developed countries have impacted global Official Development Assistance (ODA) levels negatively, resulting in a nominal decrease of more than EUR 8 billion compared to 2011. The EU collective ODA decreased to EUR 55.1 bn from EUR 56.2 bn in 2011; or from 0.45% to 0.43% of EU gross national income (GNI).

H. whereas the first decade of functioning of the EMU has shown that responsible budgetary policy is one of the preconditions for minimising the impact of global financial and economic shocks;

Regrets that its Bureau has not been in a position to identify structural savings in time for the preparation and adoption of the 2003 estimates; stresses that the budgetary authority expects every institution to define which activities could be phased out in view of the given budgetary constraints; notes that the savings to be achieved must be multiannual in nature and not exclusively geared to the 2003 budget; points out that the credibility of the institution is at stake if it does not focus more on its core activities; notes that increasing the value for money of all institutions becomes all the more important in view of the forthcoming enlargement; asks its Bureau to outline a catalogue of activities that could be phased out and to include the budgetary impact in the letter of amendment for first reading; recalls that the budgetary authority may have to take the necessary action to find a global solution in heading 5 by Parliament's first reading in October;

- The products most involved are beef and live cattle, with more than one third of the global budgetary impact relating to fraud and other irregularities, then fruit and vegetables (fresh or processed), with more than 15% of the global budgetary impact, followed by flax (which appeared for the first time amongst the three most affected products involving more than 8% of the global budgetary impact).
