G8 Leaders in 2005 also decided to act with resolve and agreed on the Gleneagles Plan of Action on Climate Change, Clean Energy and Sustainable Development. The transition to cleaner energy is to be financed through enhanced collaborative efforts of public and private sector investment frameworks involving the World Bank and other multilateral finance institutions.

In a letter to President Putin, President Barroso has today announced that, not only is the EU is on track to deliver its Gleneagles pledge to double aid by 2010, it is already planning to go further with an ambitious proposal to set up a €3 billion fund to promote good governance, a critical element in effective aid spending.
