Notes that Member States need to adapt to the new transparency framework established by the Treaty of Lisbon, as illustrated by the Germany v Commission case (T-59/09), in which Germany opposed the disclosure of documents relating to a formal notice to it, invoking the protection of the public interest in the context of ‘international relations’, while the General Court ruled that ’international relations’ is to be considered a term of EU law and therefore not applicable to communications between the Commission and a Member State;
