The President of the Council, Mr Gerard Collins, Irish Foreign Minister, Mr Delors, President of the Commission, Mr Abel Matutes, Member of the Commission with special responsibility for relations with Latin America, and the Argentine Foreign Minister, Mr Domingo Filipe Cavallo, will take part in the ceremony.
