having regard to the Declaration of Principles and the Geneva Plan of Action adopted during the first phase of the World Summit on the Information Society (WSIS) that took place in Geneva in 2003,

I. whereas the Geneva II Conference on Syria was opened by the UN Secretary-General on 22 January 2014, its aim being to achieve a political solution to the conflict through a comprehensive agreement between the Syrian Government and opposition for the full implementation of the Geneva Communiqué, which called for the creation of a transitional government leading to the holding of elections; whereas the constructive participation of all relevant actors in the peace process is crucial to achieving a lasting political solution; whereas, on 18 January 2014, the General Assembly of the Syrian Coalition of Revolutionary and Opposition Forces decided to accept the invitation to join this process, but several rebel groups were not represented; whereas Iran was invited and then disinvited to the conference held in Switzerland; whereas negotiations were suspended on 31 January 2014 and the next round of talks is planned for 10 February 2014; whereas fighting continues during the Geneva II talks;
I. considérant que la conférence de Genève II sur la Syrie, qui s'est ouverte le 22 janvier 2014 par un discours du Secrétaire général des Nations unies, visait à dégager une solution politique au conflit grâce à un accord général entre le gouvernement syrien et l'opposition aux fins de l'application en tous points du communiqué de Genève, lequel prévoyait la mise en place d'un gouvernement de transition jusqu'à la tenue d'élections; considérant que la participation constructive de tous les acteurs concernés au processus de paix est essentielle pour parvenir à une solution politique durable; que, le 18 janvier 2014, l'Assemblée générale de la Coalition nationale des forces de la révolution et de l'opposition syrienne a décidé d'accepter l'invitation à participer à ce processus, mais que plusieurs groupes rebelles n'étaient pas représentés; que l'Iran a été invité à participer à la conférence qui s'est tenue en Suisse, puis ne l'a plus été; que les négociations ont été suspendues le 31 janvier 2014 et que le prochain cycle de pourparlers est prévu le 10 février 2014; considérant que les combats se poursuivent durant les pourparlers de Genève II;

3. Welcomes the Geneva II conference and the commitment shown by members of the Syrian opposition to the principles contained in the Geneva communiqué; underlines the need for progress when the peace talks resume, and in particular for the international community and all actors involved in the Syrian conflict to work towards securing a political solution to the fighting in Syria based upon those principles; further encourages the international community to engage in concrete planning for a post-Assad democratic transition in Syria;
3. se félicite de la conférence de Genève II et de l'attachement manifesté par les membres de l'opposition syrienne aux principes contenus dans le communiqué de Genève; souligne la nécessité de progrès lors de la reprise des pourparlers de paix, et en particulier que la communauté internationale et tous les acteurs impliqués dans le conflit syrien doivent œuvrer à une solution politique pour mettre fin aux combats en Syrie sur la base de ces principes; encourage en outre la communauté internationale à planifier concrètement la transition démocratique post-Assad en Syrie;

They thereby recognised and further encouraged the full participation in and contribution to the implementation of the Convention by the International Campaign to Ban Landmines (‘the ICBL’), the International Committee of the Red Cross (‘the ICRC’), national Red Cross and Red Crescent societies, International Federation of Red Cross and Red Crescent Societies (‘the IFRC’), the UN, the Geneva International Centre for Humanitarian Demining (‘the GICHD’), international and regional organisations, mine survivors and their organisations, and other civil society organisations, as provided for in action No 62 of the Cartagena Action Plan.
