Given the on-going and legitimate concern of the Irish people about the operations of Sellafield and the news that on 11 June 2002 a heavy-goods lorry collided with a train on a level crossing near Ashford, Kent, on its way to collect used nuclear fuel from Dungeness nuclear plant, an accident that should never have happened, will the Council press for an inquiry into this alarming incident and does it agree that the imminent departure from Japan of yet another shipment of plutonium bound for Sellafield is a serious cause of concern, particularly in the light of the terrorism threat which all Member States are committed to tackling?

On the other hand, it seems that it would be difficult to accept for a citizen who has committed a minor infraction that just because the offence was committed in another Member State, he or she would have to pay procedural costs far exceeding the fine itself.
