The protection of the Union's financial interests calls for a common definition of fraud falling within the scope of this Directive, which should cover fraudulent conduct with respect to revenues, expenditure and assets at the expense of the general budget of the European Union (the ‘Union budget’), including financial operations such as borrowing and lending activities.

5. Notes from the Court of Auditors’ summary of the results of its 2013 annual audits of the European Agencies and other bodies (the ‘Court’s summary’) that the agencies’ 2013 budget amounted to some EUR 2 billion, representing an increase of 25 % compared to 2012 and about 1,4 % of the Union’s general budget; notes that this increase mainly results from the newly established agencies and new responsibilities for some agencies; observes from the Court’s summary that the agencies employ around 6 500 permanent and temporary officials representing 14 % of the total number of Union officials authorised under the general Union budget; notes furthermore that around 2 900 contract or seconded staff are working for the agencies;

On the basis of the statement of estimates, the Commission shall enter in the preliminary draft general budget of the Union the estimates it considers necessary for the establishment plan and the amount of the contribution to be charged to the general budget, which it shall place before the European Parliament and the Council in accordance with Article 314 TFEU, together with a description of and justification for any difference between the Agency's statement of estimates and the subsidy to be charged to the general budget.
7. Sur la base de l'état prévisionnel, la Commission inscrit dans l'avant-projet de budget général de l'Union les prévisions qu'elle estime nécessaires en ce qui concerne le tableau des effectifs et le montant de la contribution à la charge du budget général et elle en saisit le Parlement européen et le Conseil conformément à l'article 314 du traité sur le fonctionnement de l'Union européenne, en y joignant une description et une justification de toute différence entre l'état prévisionnel de l'Agence et la contribution à la charge du budget général.

20. Regrets, in general, the Council's inability to find a common position, especially during the 21-day conciliation period and with regard to the adoption of the Draft Amending Budgets, and invites the Council and the Commission to agree jointly, at the beginning of 2015, on ways to improve the budgetary procedure with the aim of facilitating the adoption of the 2016 Union budget which should be the starting point of a new structural approach to the Union budget as to avoid unnecessary, returning conflicts as much as possible and to enhance the understanding among the interlocutors of the extent to which Union expenditures contribute to the shared commitment of growth and jobs for the Union;

Welcomes the fact that the Commission succeeded in rapidly imposing a significant number of financial corrections in 2012 whilst many financial corrections are in general made many years after initial disbursement of funds; is critical of the fact that the Union budget incurs additional administrative costs and losses of revenue and interest due to excessively protracted procedures, thereby blocking budget resources; considers effective ex ante controls a better way of protecting the Union budget than ex post financial corrections;

130. Notes that the clearance of accounts procedure has proven generally effective in protecting the financial interests of the Union budget by excluding expenditure which has not been effected in compliance with Union rules;

Takes note of the budgetary constraints many Member States face as a result of the financial and economic crisis and the need to critically review potential savings at all levels including at Union level; in light of this situation, stresses that real savings could be achieved if Parliament only had one workplace in the same location as the other Union institutions; indeed, in the report of the Secretary-General on Parliament's preliminary draft estimates for 2011, the estimated annual cost arising from the geographical dispersion of Parliament has been estimated at around EUR 160 000 000, accounting for about 9% of Parliament's total budget; draws the attention to the fact that currently the decision to change this situation - and to make some EUR 160 000 000 of savings annually as well as to considerably lessen Parliament's carbon footprint - lies exclusively with the European Council (Member States); calls on the President of the European Parliament and on the Members who are negotiating the Union budget on behalf of the Parliament, to suggest to the European Council that they make it possible for the Union to make these savings.

As regards CFSP expenditure which is charged to the general budget of the Union in accordance with Article 41 of the Treaty on European Union, the institutions shall endeavour, in the Conciliation Committee, and on the basis of the draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the general budget of the Union, and on the distribution of that amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.
