H. whereas it is not always possible to clearly distinguish two separate categories, namely SGI and Services of General Economic Interest (SGEI), as the qualification "non-economic" has two dimensions: the objective and purpose of the service and the legal form of the provider (public, private or other) and the economic context in which it operates (free market, regulated market, state monopoly, etc); whereas there are great differences across the Member States on both aspects, making a single European definition both impossible and contrary to the principles of subsidiarity and self-government; whereas for practical and operational purposes, however, it is necessary to draw up criteria for establishing under what circumstances exemptions to the competition rules may be granted; whereas the qualification "non-economic" must rest on criteria concerning both the purpose of the service on the one hand, and the service provider and economic context on the other,

Is of the opinion that the internet should play a more important role in its information and communication policy; notes that the "Europarl" site is becoming an increasingly important tool for both the general public and specialised users (journalists, national administrations, other institutions, users from third countries, international organisations); is convinced that the internet is a most cost-effective way of providing information and communicating, as it can reach a very wide public at limited cost; invites its Secretary-General to further improve Parliament's website with a view to making it more user-friendly and welcoming, more attractive and up-to-date, offering a great variety of topical information to both the general public and specialised users; considers it also necessary to further develop the "Citizens' Portal" to make it more attractive and interactive;

Calls on the Commission, as well as the Council and the governments of both the existing Member States and the candidate countries, to work to increase awareness and understanding in the candidate countries of the importance of environmental protection and nature conservation in general and Natura 2000 in particular on the part of both official bodies and the general population; calls for effective administration to be developed at local, regional and national level to ensure that environmental legislation is implemented properly; encourages greater public participation and the involvement of environmental and animal welfare NGOs in the accession process, recognising that environmental protection and conservation depend not only on laws and regulations but on the existence of active and independent non-governmental organisations organised locally, regionally, nationally and at European and international levels, as well as on a high level of concern, awareness and knowledge on the part of the general public, experts and politically responsible decision-makers; suggests that partnerships between the candidate countries' and the Member States' administrations be intensified;
