3. Any Member State may, on adoption of this Framework Decision or later, in a declaration deposited with the General Secretariat of the Council state that it, as an executing State, may without delay after receiving the judgment and the certificate, request, in cases where it finds the content of the certificate insufficient to decide on the enforcement of the sentence, that the judgment or essential parts of it be accompanied by a translation into the official language or one of the official languages of the executing State or into one or more other official languages of the Institutions of the European Union.
3. Tout État membre peut, lors de l’adoption de la présente décision-cadre, ou ultérieurement, indiquer dans une déclaration déposée auprès du secrétariat général du Conseil qu’il peut, en tant qu’État d’exécution, dès réception du jugement et du certificat, s’il juge le contenu du certificat insuffisant pour statuer sur l’exécution de la condamnation, demander que le jugement ou ses parties essentielles soient accompagnés d’une traduction dans la langue officielle ou dans l’une des langues officielles de l’État d’exécution ou dans une ou plusieurs autres langues officielles des institutions de l’Union européenne.

This Decision is designed to form part of a coherent framework which also includes Decision No 573/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Refugee Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and repealing Council Decision 2004/904/EC , Decision No 574/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the External Borders Fund for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and Decision No 575/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Return Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part 3 of the Treaty.

In the context of the debate held yesterday, 10 December 2001, on the current situation regarding work in other configurations of the Council, the General Affairs Council stated that it was pleased with what had been accomplished. In particular, it expressed satisfaction with the progress on the dossiers resulting from a mandate given by the European Council, one of which concerns adoption of the structural indicators included in the Lisbon Strategy.

At its meeting of 27-28/9/01, the Council stated that it would make progress without delay on the general methodology to be followed in the harmonisation of penalties, and on 25-26 April 2002 it adopted conclusions on the approach to be followed for harmonisation of penalties.
