B. whereas Egyptian Foreign Minister Mohamed Kamel Amr and US Secretary of State Hillary Clinton announced a ceasefire at a news conference in Cairo on 21 November 2012; whereas, according to this ceasefire, ‘Israel shall stop all hostilities in the Gaza Strip, land, sea and air including incursions and targeting of individuals’ while ‘all Palestinian factions shall stop all hostilities from the Gaza Strip against Israel, including rocket attacks and attacks along the border’;

A. whereas, on 8 July 2014, the Israeli army launched a military operation in the Gaza Strip, consisting of mass airstrikes from land and sea, which includes targeted killings of Hamas operatives and other Islamist militants, and the bombardment of numerous sites throughout Gaza, mostly in densely populated areas; whereas Israel has massed thousands of troops on the border; whereas Prime Minister Netanyahu has not excluded the possibility of a full-scale ground operation; whereas Israeli ground troops carried out an incursion into Gaza on 13 July 2014;

A. whereas, as a result of the embargo on the movement of people and goods, the massive devastation of public facilities and private homes, the disruption of hospitals, clinics and schools, the partial denial of access to proper drinking water, food and electricity, and the destruction of agricultural land, the humanitarian crisis in the Gaza Strip has reached a catastrophic level,

Many people, including John Dugard, the UN Commission on Human Rights special rapporteur for the Palestinian territories, and even the Israeli government itself with its legal advisers, have concluded that as long as the State of Israel exercises control over the land borders, air space, sea, and coastal areas of the Gaza Strip, the area will continue to be, for all intents and purposes, occupied territory.
