IN-CONTEXT TRANSLATIONS

Is of the view that the debate on the future constitutional set-up of the country must be led by the Parliament of BiH; calls in this respect for a public debate conducted in a transparent and open manner, with full involvement of civil society; is also of the opinion that any constitutional settlement must be the product of voluntary agreement between the different political parties in BiH; nevertheless believes that the international community and the EU Special Representative have an important role to play as facilitators and calls on them to provide, in cooperation with the Venice Commission of the Council of Europe, the support necessary for conducting this debate;

The right to adopt measures, consistent with Articles 164 and 165 and this Annex, establishing future special voluntary investment programs in addition to the general regime for foreign investment in Chile, except that any such measures may restrict transfers from Chile of proceeds from the sale of all or any part of an investment of an investor of the Community or from the partial or complete liquidation of the investment for a period not to exceed five years from the date of transfer to Chile.

Notes the provision, included in the Constitutional Treaty, to set up a European Voluntary Humanitarian Aid Corps, which is a clear signal of interest on the part of the European Union in the field of development; emphasises, nevertheless, the challenge facing the EU, which must pay special care and attention to establishing the way the corps will operate, allowing only experienced volunteers to participate in it; states its opinion that this initiative should strengthen the process of improving the quality and professionalism of the human resources deployed in humanitarian crises, by complementing already available training programmes, working closely with NGOs, establishing a register of available resources and disseminating pre-identified good operational practices; invites the Commission to undertake feasibility studies for the future development of this provision; underlines the need to recognise the difference between civilian and military environments within joint actions in the area of disarmament, humanitarian missions, conflict prevention and maintaining and re-establishing peace, as set out in Article III-309(1);
16. prend note de la disposition prévue par le traité constitutionnel de créer un Corps volontaire européen d'aide humanitaire, ce qui constitue un signal clair de l'intérêt que l'Union européenne porte au domaine qui nous concerne; souligne néanmoins le défi auquel est confrontée l'UE qui doit prêter une attention particulière à l'établissement du mode de fonctionnement de ce Corps, en prévoyant que seuls des volontaires expérimentés puissent y participer; déclare que cette initiative doit renforcer le processus d'amélioration de la qualité et du professionnalisme des ressources humaines déployées pendant les crises humanitaires en complétant les programmes de formation déjà existants en coopérant étroitement avec les ONG, établissant un registre des ressources disponibles et diffusant les bonnes pratiques opérationnelles prédéfinies; invite la Commission à entreprendre des études de faisabilité pour l'évolution future de cette disposition; souligne la nécessité de distinguer entre environnement civil et militaire dans le cadre d'actions communes dans le domaine du désarmement, des missions humanitaires, de la prévention des conflits et du maintien et du rétablissement de la paix, comme le stipule l'article III-309, paragraphe 1;

28. NOTES the commitment of the international community to fully implement the outcomes of decision I on international environmental governance adopted by the UNEP Governing Council at its seventh special session, REAFFIRMS that the EU is ready to take concrete steps in order to strengthen IEG, which could lead to the upgrading of UNEP into a UN specialised agency with a broadly based mandate on environmental matters, and enhance linkages between IEG and sustainable development governance; in this regard the EU looks forward to a fruitful next UNEP governing council and its member-states reaffirm that they are ready to base future voluntary funding of UNEP on the voluntary indicative scales assessment as agreed in Cartagena; and INVITES the General Assembly at its 57 session to consider the important but complex issue of establishing universal membership for the Governing Council/Global Ministerial Environment Forum and WILL ACTIVELY PURSUE this issue in connection with the preparation of the Global Ministerial Environment Forum in 2003.
28. NOTE que la communauté internationale s'est engagée à mettre pleinement en œuvre les résultats de la décision I sur la gouvernance internationale en matière d'environnement adoptée par le Conseil d'administration du PNUE lors de sa septième session extraordinaire, RÉAFFIRME que l'UE est disposée à prendre des mesures concrètes en vue de renforcer la gouvernance internationale en matière d'environnement, ce qui pourrait avoir pour conséquence d'élever le PNUE au rang d'institution spécialisée des Nations Unies ayant un mandat assez général pour les questions d'environnement, et de resserrer les liens entre la gouvernance internationale en matière d'environnement et la gouvernance en matière de développement durable; à cet égard, l'UE attend avec intérêt la prochaine réunion fructueuse du Conseil d'administration du PNUE et ses États membres réaffirment qu'ils sont prêts à fonder les contributions volontaires futures au PNUE sur les barèmes indicatifs des quotes-parts volontaires ainsi qu'il en a été décidé à Cartagena; et INVITE l'Assemblée générale à se pencher, lors de sa 57ème session, sur la question importante mais complexe de la participation de tous au Conseil d'administration/Forum ministériel mondial sur l'environnement et TRAITERA ACTIVEMENT cette question dans le contexte de la préparation du Forum ministériel mondial sur l'environnement en 2003.

Because the Treaty of Amsterdam established the importance of voluntary work in our society, the Council has striven by various means to take this special form of solidarity into account and to promote it within Europe, and proposes to give it a great deal of attention in the future as well.
