TRADUCTIONS EN CONTEXTE

F. whereas since August 2014 these two political bodies (the CoR in Tobruk, which is recognised by the international community, and the New GNC which has imposed itself in Tripoli) both claim to be the government running the country, and both are backed by several heavily armed militias affiliated to regions, cities and tribes from various backgrounds; whereas the two administrations are essentially at war with each other in Cyrenaica and Tripolitania, and both are working to instigate and support tribal and ethnic unrest within the neglected Fezzan region; whereas the local tribes in Fezzan, especially the Toubou and Tuareg, are worried about their future following the Libyan Political Agreement, as they dread certain leaked provisions of the draft future Libyan Constitution, having not been fully involved in its drafting;
F. considérant que, depuis août 2014, ces deux organes politiques (le Conseil des représentants à Tobrouk, reconnu par la communauté internationale, et le nouveau Congrès général national, qui s'est imposé à Tripoli) affirment tous deux être l'autorité officielle du pays et qu'ils sont tous deux soutenus par plusieurs milices lourdement armées implantées dans des régions, des villes et des tribus d'origines diverses; que les deux autorités se font essentiellement la guerre en Cyrénaïque et en Tripolitaine et qu'elles cherchent toutes deux à provoquer et à encourager des troubles ethniques et tribaux dans la région négligée du Fezzan; que les tribus locales du Fezzan, et notamment les Toubous et les Touaregs, s'inquiètent pour leur avenir à la suite de l'accord politique libyen car elles redoutent certaines dispositions du projet de future constitution libyenne dont elles ont eu connaissance, du fait qu'elles n'ont pas été pleinement associées à sa rédaction;
