The Commission invites industry to: – play an active role to remedy the skills gaps and shortages, – continue the necessary adaptation of the industry in accordance with best practices on anticipation of change and restructuring, including through social dialogue and proper involvement of regional stakeholders, – examine restructuring needs and possible capacity adjustments in view of the future demand of key sectors, taking into account the need to deal differently with structural and cyclical trends, – co-operate with other stakeholders, especially national and regional authorities in ensuring that cyclical overcapacity is dealt with through publicly supported temporary measures preserving employment in the long run.

In its opinion, adopted on 3 April 2008, on 'A strategy for the outermost regions: achievements and future prospects', the Committee on Fisheries advocated 'new, more effective measures, not based on transitional criteria or circumstantial wealth trends, to promote the ORs' capacity to cope with the conditions and permanent structural handicaps facing them, particularly in the fishing industry', also taking the view that 'despite the improvements observed . there is still a need . to renew and modernise the fleets of the outermost regions (ORs)' and that 'the elimination of Community aid for fleet renewal will make it difficult to remedy a situation in which they are lagging behind the fleets from the European mainland'.
Dans son avis, adopté le 3 avril 2008, sur la "Stratégie pour les régions ultrapériphériques: bilan et perspectives", la commission de la pêche a jugé "nécessaire de prendre des mesures nouvelles, plus efficaces et indépendantes de critères de limitation dans le temps ou d'une évolution de l'état de richesse qui serait imputable à des circonstances conjoncturelles ou artificielles pour promouvoir la capacité des RUP à faire face aux contraintes et aux désavantages structurels permanents auxquels elles sont soumises, notamment dans le secteur de la pêche".
