The Council, underlining the importance of the convergence of the regulatory framework, took note of the Presidency's report on progress on the future regulatory framework for electronic communications and instructed the Permanent Representatives Committee to push forward with work on this issue so that it could be discussed in depth at the meeting in December.

The President recalled that the European Summit in Helsinki last December had adopted an EU Common Strategy for Ukraine, noting Ukraine's European aspiration and welcoming Ukraine's pro-European choice. In this regard, Mr Patten underlined the importance of using the potential of the PCA to deepen political and economic ties with the Union and to prepare Ukraine for accession to the WTO. He endorsed Ukraine's wish to complete accession to the WTO rapidly and encouraged Mr Yushchenko to persevere in taking the necessary steps. This would also make it possible to envisage in due time discussion on a bilateral free trade area with the EU.

At the end of the exchange of views, the Council voiced its satisfaction at the effective operation of the control measures implemented during the last albacore tuna season, and noted that the future Italian Presidency intended to initiate a discussion in depth on this subject.
