In the South, the Euro Mediterranean Partnership , which started in 1995, helped to lay the ground for a free trade zone which will be completed in a few years’ time. Cooperation was established in a wide range of areas such as civil protection, culture, youth exchanges, and gender issues. Its successor, the Union for the Mediterranean (UfM) was launched in July 2008 to give a new impetus in three important ways: a) by upgrading the political level of the EU's relationship with its Mediterranean partners; b) by providing for further co-ownership through a system of co-presidency (one from the EU and one from the Mediterranean partner side), a dedicated Secretariat and a Joint Permanent Committee and c) by making these relations more concrete and visible through large-scale regional and sub-regional projects relevant for the citizens of the region.
Au sud, le partenariat euro-méditerranéen , lancé en 1995, a contribué à préparer le terrain en vue de l'avènement d'une zone de libre-échange, qui sera parachevée d'ici quelques années. Une coopération a été instaurée dans un large éventail de domaines, allant de la protection civile à la dimension hommes-femmes, en passant par la culture et les échanges de jeunes. L 'Union pour la Méditerranée , qui lui succède, a été lancée en juillet 2008, en vue de donner un nouvel élan dans trois grandes directions: a) en rehaussant le niveau politique des relations de l'UE avec ses partenaires méditerranéens; b) en prévoyant un meilleur partage des responsabilités grâce à un système de coprésidence (un président de l'UE et un président issu des partenaires méditerranéens), un secrétariat à part entière et un comité permanent conjoint et c) en rendant ces relations plus concrètes et plus visibles au moyen de projets régionaux et sous-régionaux à grande échelle présentant un intérêt pour les citoyens de la région.

In this context, it aims to achieve the objectives of the European neighbourhood policy (ENP), which seeks to add a further dimension to the Euro-Mediterranean Partnership (Barcelona Processus) to strengthen its impact beyond bilateral relations.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

CONSIDERING THAT The Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Tunisia, of the other part, hereinafter referred to as ‘the Euro-Mediterranean Agreement’ was signed in Brussels on 17 July 1995, entered into force on 1 March 1998 and was amended notably by the Protocol to the Euro-Mediterranean Agreement establishing an association between the European Community and its Member States, of the one part, and the Republic of Tunisia, of the other part, to take account of the accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the European Union (1) and by Decision No 1/2006 of the EU-Tunisia Association Council of 28 July 2006 amending Protocol 4 to the Euro-Mediterranean Agreement concerning the definition of the concept of originating products and methods of administrative cooperation (2);

This progress consists in particular of developing the grid of Association Agreements with the Mediterranean partners, making progress towards the creation of a Euro-Mediterranean free trade area, refocusing the MEDA programme on strategic objectives, furthering MEDA regional cooperation and maintaining the political dialogue.
