That the main aim of the updated eEurope 2005 Action Plan is to fine-tune the existing actions and strengthen the implementation mechanisms in order to speed up progress in five key areas (broadband, on-line public services, e-business, e-inclusion and benchmarking) as part of the Lisbon strategy. That following the commitment at the 2003 Spring European Council, the 15 Member States have all drawn up national broadband strategies. Broadband deployment and take-up are increasing rapidly and are mainly market-driven. That to address circumstances where there is clear evidence of market failure, the strategies stress to various degrees the need of increasing coverage of under-served areas through e.g. public support, demand aggregation and public private partnerships. Other delegations were unsympathetic to or reluctant to accept the idea of the establishment of a Guarantee Fund, inter alia since they: - were doubtful about the Fund's capacity to finance itself; - doubted whether the sector concerned wished to provide the amounts indicated by the Commission; - thought that there were no grounds for Community funding of ECU 90 million; - took the view that the Fund would not be the appropriate instrument for mobilizing private capital; - held that the aim of the proposed Decision was unlikely to be achieved, since the Fund could be required to focus its action on large-budget productions; - commented that the promotion of cinema and television production should, in line with the principle of subsidiarity, continue to be primarily the responsibility of the Member States.
