Notes with interest the debate on planning the next financial framework over a five-year period instead of the current seven-year period, so that it will coincide with the mandates of the European Commission and the European Parliament; is nevertheless aware of the great difficulties of implementing the multi-annual Structural Funds programmes over such a short programming period; proposes that cohesion policy should then be planned over a ten-year period, with significant revision of the legislative and operational frameworks after the first five years;
12. observe avec intérêt le débat portant sur la planification du prochain cadre financier en tant que période quinquennale et non plus septennale, de manière à ce qu’il coïncide avec les mandats de la Commission européenne et du Parlement européen; a néanmoins conscience des grandes difficultés associées à la mise en œuvre des programmes pluriannuels relevant des Fonds structurels sur une période de programmation aussi courte; propose dès lors de planifier la politique de cohésion selon une approche décennale incluant une révision substantielle des cadres législatifs et opérationnels à l’achèvement des cinq premières années;

Considers it indispensable that adequate funding be guaranteed under the new multiannual financial framework after 2013, so as to enable cohesion policy not only to continue carrying out successfully its traditional tasks, but also to deal with a number of new global challenges with significant territorial impact, such as climate and demographic change, depopulation, adaptation to globalisation, rehabilitation of rural areas, energy efficiency and urban concentration, as detailed in the Commission's Fourth Report on Economic and Social Cohesion (COM(2007)0273); therefore takes the view that the allocation of no more than 0.35% of the EU’s GDP will be far from sufficient to finance this policy;
2. estime indispensable qu’un financement adéquat soit garanti en vertu du nouveau cadre financier pluriannuel après 2013, afin de permettre à la politique de cohésion de continuer à bien s’acquitter de ses tâches traditionnelles, mais aussi de résoudre un certain nombre de nouveaux problèmes mondiaux ayant un impact territorial significatif, tels que le changement climatique et l’évolution démographique, le dépeuplement, l’adaptation à la mondialisation, la revalorisation des zones rurales, l’efficacité énergétique et la concentration urbaine, comme cela est exposé en détail dans le quatrième rapport de la Commission sur la cohésion économique et sociale (COM(2007)0273); estime par conséquent que doter cette politique de 0,35 % du PIB de l’UE ne sera pas suffisant pour la financer;

The Commission has taken the initiative of publishing a Green Paper that seeks to lay down a common strategic framework for research and innovation funding after 2013, combining the European programmes – namely the Research Framework Programme (FP), the European Institute of Technology (EIT), and the Competitiveness and Innovation Framework Programme (CIP) – with the structural/cohesion funding allocated for research and innovation.
La Commission a pris l'initiative de publier un livre vert visant à définir un cadre stratégique commun pour le financement de la recherche et de l'innovation après 2013. After 31 December 2007 or after the date of entry into force of this multiannual financial framework, whichever is the later, balances from the Ninth EDF or from previous EDFs and funds decommitted from projects under these EDFs shall no longer be committed, unless the Council of the European Union decides otherwise by unanimity, with the exception of the balances and funds decommitted after the date of entry into force resulting from the system guaranteeing the stabilisation of export earnings from primary agricultural products (STABEX) under the EDFs prior to the Ninth EDF, and the remaining balances and reimbursements of the amounts allocated for the financing of the Investment Facility, excluding the related interestrate subsidies.

In accordance with the mandatory procedures, the European Commission will present the strategic framework after the package of regulations related to the Structural Funds and the Cohesion Fund has been adopted.
