I. whereas civil society has a crucial role to play in the democratic transition in Egypt, and must be allowed to operate freely; whereas the right of association goes hand in hand with, and is dependent on, the right to access funding; whereas international and domestic NGOs are facing increasing pressure, hostile attacks, harassment and intimidation in the country; whereas, on 4 June 2013, a Cairo criminal court sentenced 43 foreign and Egyptian NGO workers to up to five years in prison for civil society activities and ordered the closure and the confiscation of assets of local branches of five international NGOs which had been operating in Egypt for a long time, namely the Konrad Adenauer Foundation, the National Democratic Institute, the International Republican Institute, Freedom House and the International Center for Journalists; whereas these court sentences are part of a campaign of intimidation by Egyptian government authorities against NGOs;

[8] The total number of the TEN-Telecom funded projects within this initiative was initially 15: however the project for BRANDENBURG-D was terminated before the assessment, unable to fulfil the contractual obligations because of internal problems, whereas the CORSICA ON-LINE project was assessed in May 1999.

AND WHEREAS it is expedient that Canada become a member of the International Monetary Fund, the International Bank for Reconstruction and Development, the International Development Association, the International Finance Corporation and the Multilateral Investment Guarantee Agency and that provision be made for acceptance by Canada of the Agreements and the Convention therefor and for carrying out the obligations and exercising any rights of Canada thereunder;

G. whereas on 4 June 2013 the North Cairo Criminal Court condemned 43 Egyptian and foreign staff members of five international NGOs (Freedom House, the International Republican Institute, the National Democratic Institute, the International Centre for Journalists and the Konrad Adenauer Foundation) to one to five years in prison for ‘managing unlicensed branches’ of their organisations, ‘conducting research, political trainings, surveys and workshops without licenses’, ‘training political parties and groups’ and ‘illegally receiving foreign funding’; whereas the court also ordered the confiscation of funds and the closure of the Egypt-based branches of those NGOs; whereas the case was initiated under the previous military-led government in late 2011;
G. considérant que, le 4 juin 2013, la cour pénale du nord du Caire a condamné 43 membres égyptiens et étrangers de 5 ONG internationales (la Maison des libertés, l'International Republican Institute, le National Democratic Institute, l'International Centre for Journalists et la Fondation Konrad Adenauer) à des peines de prison allant d'un à cinq ans pour avoir géré des sections non autorisées de leurs organisations, mené des recherches, organisé des formations politiques, des enquêtes et des ateliers sans licence, formé des partis et des groupes politiques et perçu illégalement des financements étrangers; considérant que la cour a par ailleurs ordonné la confiscation de fonds et la fermeture des sections de ces ONG établies en Égypte; considérant que cette affaire avait été engagée sous le régime militaire précédent à la fin de l'année 2011;

O. whereas at the beginning of this year, violent public protest and a week-long general strike forced President Goodluck Jonathan to partially reinstate the fuel subsidy; whereas international financial institutions such as the International Monetary Fund argue that subsidies could be better used to fund education, health and other services;

WHEREAS an Association known as the Canadian Red Cross Society has been in operation for some years past, and was actively engaged during the late war in South Africa in contributing funds and tending the sick and wounded; and whereas the said association was in affiliation with the Society in England known as " The National Society for Aid to the Sick and Wounded in War" , and the work, operations and powers of the last named Society have now been transferred to and are being carried on, under the patronage of His Majesty King Edward the Seventh, by the British Red Cross Society, with which the Canadian Red Cross Society has now become affiliated; and whereas the International Conference of Geneva of 1863 recommended: " That there should exist in every country a Committee whose mission consists in co-operating in times of war with the hospital service of the armies by all means in its power" ; and whereas it is expedient that there should be a permanent organization in Canada in affiliation with the British Red Cross Society to carry out the purposes of the said treaty, and especially to secure supplies and to execute the humane objects contemplated by the said treaty, with the power to adopt and use the distinctive flag and badge specified by the said treaty in Article 7, on which shall be the sign of the Red Cross, and for the purpose of co-operating with the " Comité International de Secours aux Militaires Blessés" ; and whereas it is expedient that the existing association in Canada should be incorporated for the purposes aforesaid: Therefore His Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:—

WHEREAS the United Nations Monetary and Financial Conference held at Bretton Woods in July 1944 prepared the Articles of Agreement set out in Schedule I for an International Monetary Fund and in Schedule II for an International Bank for Reconstruction and Development;
