Emphasises that bureaucracy and lack of procedural clarity have made access to the Structural Funds and the Cohesion Fund difficult and have discouraged those actors most in need of such funding from applying; supports, therefore, the simplification of rules and procedures, the removal of red tape, and increased flexibility in allocating these funds at both EU and national level; believes that simplification will contribute to the efficient allocation of funds, higher absorption rates, fewer errors and reduced payment periods, and allow the poorest Member States and regions to take full advantage of the financial instruments intended to reduce regional and inter-state disparities; considers that a balance needs to be struck between simplification and the stability of rules and procedures;

In the European economic recovery plan, the Structural Funds and Cohesion Fund measures laid down, the simplification of the rural development fund procedures and the speeding up of fund acquisition, the payment of EU fund advances and the increase in the share of EU co-financing have not yet been reflected in the amount of payment appropriations set out in the European Union’s 2009 budget.

There are an incredible number of problems which crop up again and again, year after year. Lamentable control systems in the Member States, lost income from VAT, bureaucratic and complicated export refund arrangements, farmers who overstate how much land they have, misappropriation of structural funds, fraud involving research funds in the form of over-payment, and long-winded and bureaucratic procedures concerning the EU’s external aid.
