Mr. Leadbeater: The odd part about the current wording of the proposed section 69.1 is that it renders us functus with respect to any complaint, which means we cannot report to the complainant, to Parliament or to the government and make recommendations, even preliminary ones, at the stage of the investigation where it has come to a halt.
